Notice of Proposed Procurement – RFP19-1527
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$35,100,000 CAD
2. Description
CATSA has a requirement to establish up to two contracts (one per Stream) for the provision of group benefit plans, and related services, under the following two “Streams”, as further described in this RFP:
Stream 1:
- Basic life insurance;
- Dependent basic life insurance:
- Optional life insurance (employee and partner);
- Long term disability insurance;
- Extended health Care;
- Health care spending account;
- Dental care; and
- Short-term disability adjudication.
and
Stream 2:
- Basic accidental death and dismemberment insurance;
- Optional accidental death and dismemberment insurance; and
- Business travel accidental death and dismemberment.
DISCLOSURE:
CATSA has engaged Mercer Canada Limited as a consultant and advisor in the preparation of this RFP. Mercer has signed a conflict of interest declaration and a confidentiality agreement with respect to this RFP. CATSA intends to rely upon Mercer’s advice, recommendations, guidance and assistance in evaluating proposals that are responsive to this RFP. None of the foregoing limits CATSA’s right to retain other consultants and/or advisors not identified in this RFP or any CATSA reserved rights.
CONFIDENTIALITY AGREEMENT:
Background Information, and pricing tables, which contain information that is confidential in nature, may only be disclosed to Bidders who execute and deliver to the Procurement and Contracting Advisor a signed Confidentiality Agreement as set out in Form E-3 (Confidentiality Agreement) at the Delivery Address identified in Section 3 of the RFP. The RFP contains additional details.
3. Procurement Method
This RFP establishes an Open Tendering process to enter into up to two non-exclusive Contracts.
The top ranked bidder from each Stream will be invited to enter into negotiations with CATSA to finalize an agreement for the provision of the Services in accordance with the process set out in this RFP, and any document referenced by CATSA in this RFP. The RFP contains details of the negotiation process.
4. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years from the Service Commencement Date, renewable for two additional periods of two years each, at CATSA’s sole option.
5. Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
6. Mandatory Requirements
M1 Minimum Requirements
Bidder must certify that, as of the Deadline for Proposals, the bidder’s proposal meets or exceeds the requirements set out in Schedule “A” (Statement of Work) of this RFP and, as applicable the minimum requirements:
For Stream 1: Schedule “A-1” (Stream 1 Minimum Requirements) and any existing group benefit plans design specifications for Stream 1 outlined in Schedule “A-3” (Booklets)
and/or
For Stream 2: Schedule “A-2” (Stream 2 Minimum Requirements) and any existing group benefit plans design specifications for Stream 2 outlined in Schedule “A-3” (Booklets).
NOTE: Bidder’s ability to meet or exceed Minimum Requirements will also be evaluated as part of Section 2 (Rated Requirements).
M2 Official Languages
Bidder must certify that, as of the Deadline for Proposals, it can provide the services to CATSA plan members in English and in French.
NOTE: Bidder’s ability to deliver services in both official languages will also be evaluated as part of Section 2 (Rated Requirements).
Pre-Condition to Award
CATSA will, for the top-ranked bidders elected from Step 5 (Ranking of Bidders) for each Stream, assess that bidder’s ability to meet the Security Requirements specified in Appendix “A-1” of the Terms and Conditions in accordance with Schedule “G” (Security Requirements Assessments) of this RFP.

8. Contractor Selection
The RFP contains details of the evaluation and selection process.
9. Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.

10. Language
A French version of the RFP will be made available upon request.
Proposals may be submitted in either English or French.
11. General
In the event of any discrepancy, inconsistency or conflicts between the wording of this Notice of Proposed Procurement or any related documents and the wording in the MERX EBS system in respect of this RFP, the wording of this RFP shall prevail.
