Qualification Requirements to Establish Eligibility to Bid on a potential future Request for Standing Offers (“RFSO”) for General Contracting Construction Goods and Services (“Goods and Services”) for the Canadian Air Transport Security Authority (“CATSA”) at its Headquarters (“HQ”) at 99 Bank Street, Ottawa, Ontario (“Building”) and other CATSA leased spaces located in Ottawa, Ontario.
The purpose of this Notice of Intent ("NOI") is to:
(a) announce CATSA’s intention to issue an RFSO on or about January 19, 2022 to Eligible Bidders (as defined below) for the opportunity to enter into a Standing Offer to provide Construction Goods and Services for CATSA at HQ and other CATSA leased spaces located in Ottawa, Ontario; and,
(b) inform interested suppliers as to the requirements and processes to be eligible to receive the RFSO and submit a proposal in response thereto.
NOTE: No further notices will be posted for this requirement, except as otherwise contemplated by this NOI. As described in this NOI, the RFSO will be released directly to eligible bidders. “Eligible Bidders” are those companies that meet the eligibility requirements defined in the NOI and have responded to this NOI.
CATSA is a federal Crown Corporation whose mandate is to take actions for the effective and efficient screening of persons who access aircraft or restricted areas through security checkpoints in Canadian Airports. CATSA's responsibilities fall into four principal areas:
- pre-board screening of passengers and their belongings;
- hold baggage screening of checked baggage, including the acquisition, deployment and installation of explosives detection equipment;
- non-passenger screening of non-passengers accessing restricted areas of Airports; and
- management of Restricted Area Identification Cards used by non-passengers requiring access to restricted areas at Airports.

CATSA HQ is comprised of leased space at the Building, which is a ‘Class A’, privately owned and operated building in downtown Ottawa. The Building is managed by BentallGreenOak who is in no way affiliated with or related to CATSA. CATSA requires the approval of BentallGreenOak prior to authorizing work from any supplier at HQ, unless that supplier is listed in BentallGreenOak’s Tenant Guide (the “Pre-approved List”).
