Notice of Proposed Procurement constituting (i) a Notice of Intended Procurement and Summary Notice under CETA, and (ii) a Tender Notice under the CFTA).
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Standing Offer Value
$4,300,000 CAD
2.0 Description
CATSA has a requirement to procure freestanding acrylic barriers, including stanchions and bases, and panels of various dimensions, (collectively the “Goods”), and related goods and services, as further described in Schedule “A” (Statement of Work) of this RFSO.
3.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to three non-exclusive standing offers.
4.0 Estimated Quantity of Goods
CATSA’s estimated immediate requirement is for:
(a) up to 2,307 acrylic panels of various sizes and 3,078 stanchions and bases, for delivery to such airport(s), checkpoint(s), or other location(s), within 4 weeks from issuance of any Purchase Order of varying quantities by CATSA, or beginning on or before February 12, 2021, whichever is earlier; and
(b) up to 1,069 acrylic panels of various sizes and 1,484 stanchions and bases, for delivery to such airport(s), checkpoint(s), or other locations, within 8 weeks from issuance of any Purchase Order of varying quantities by CATSA, or beginning on or before March 17, 2021, whichever is earlier,
as required by CATSA, in its sole and absolute discretion, as further detailed in Schedule “A” (Statement of Work) of this RFSO.
By responding to the RFSO, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Standing Offer(s) is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Standing Offer(s).
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Standing Offers
It is anticipated that the term of any resulting Standing Offer will be for a term of three years.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Mandatory Requirements
There are no mandatory requirements applicable to this RFSO.
8.0 Rated Requirements
The RFSO contains details of the rated requirements.
9.0 Contractor Selection
All compliant Technical Offers will be evaluated against the rated requirements in the RFSO to establish a Technical Score.
Step 1:
CATSA will shortlist bidders who have achieved a Technical Score of at least seventy (70) points out of the hundred (100) total points available.
Step 2:
Financial Offers will be evaluated and assigned an Evaluated Price.
Step 3:
CATSA will recommend for award of a standing offer up to the three highest ranked bidders that have achieved the lowest Evaluated Price Per Point, by dividing the bidder’s Evaluated Price from Step 2 by the bidder’s Technical Score from Step 1.

10.0 Allocation of Requirements
CATSA intends to purchase immediate requirements from the highest ranked bidder from Step 3.
CATSA may purchase from the second ranked and/or third ranked bidder if CATSA determines that it is in CATSA’s best interest to do so, in order to meet CATSA’s immediate operational requirements.

11.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
12.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.

13.0 Language
Proposals may be submitted in either English or French.
14.0 General
In the event of any discrepancy, inconsistency or conflicts between the wording of this Notice of Proposed Procurement or any related documents and the wording in the MERX EBS system in respect of this RFSO, the wording of this RFSO shall prevail.
