Notice of Proposed Procurement
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 DescriptionCATSA has a requirement to procure approximately seventy thousand (70,000) access control cards per year for up to three years with the option of extending for up to two additional one-year periods as further described in Schedule “A” (Statement of Work) .For details see the RFP.
3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Estimated Quantity of Goods
CATSA’s estimated immediate requirement is for 70,000 access control cards for delivery before date.
During the term of the Contract, CATSA may, subject to the availability of funding, purchase up to an estimated additional 140,000 access control cards on an as and when required basis, via purchase orders issued under the Contract.
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of 3 years, renewable for 2 additional periods of 1 year at CATSA’s sole option.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
7.0 Mandatory Requirements
M1. The bidder must propose the following Access Control Cards: HID iCLASS SR 32K PROX, model number 2123HBCCANN-11542 or an equivalent product that meets or exceeds the Technical Specifications in Section 2.3 (Technical Requirements) of Schedule “A” (Statement of Work).
The bidder must either:
i) Certify that the Access Control Card that it is proposing is HID iCLASS SR 32K PROX, model number 2123HBCCANN-11542; or
ii) If the bidder is proposing an equivalent product (a “Substitute”), it must provide:
a. the brand name, model and/or part number of the Substitute product;
b. a statement that the Substitute product is fully interchangeable with the HID iCLASS SR 32K PROX, model number 2123HBCCANN-11542;
c. complete specifications and descriptive literature for the Substitute product;
d. compliance statement that certifies that the Substitute product meets or exceeds the requirements in Section 2.3 (Technical Requirements) of Schedule “A” (Statement of Work); and
e. clearly identify those areas in the specifications and descriptive literature that support the Substitute product's compliance with the requirements in Section 2.3 (Technical Requirements) of Schedule “A” (Statement of Work).
M2 The bidder must provide either i) or ii) as may be applicable:
i) If the bidder is proposing the HID iCLASS SR 32K PROX, model number 2123HBCCANN-11542, it must provide written documentary evidence, signed by HID Global Corporation, that the bidder is a reseller in good standing with HID Global Corporation, which entitles the bidder to sell the HID iCLASS SR 32K PROX, model number 2123HBCCANN-11542 to CATSA as contemplated by this RFP and the resulting Contract.
ii) If the bidder is proposing a Substitute product, it must certify that it is the original manufacturer of the Substitute product or if it is not the original manufacturer of the Substitute product, it must provide written documentary evidence, signed by the original manufacturer, that the bidder is a reseller in good standing the original manufacturer, which entitles the bidder to sell the Substitute product to CATSA as contemplated by this RFP and the resulting Contract.
8.0 Rated Requirements
The RFP will contain details of the rated requirements.
9.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.

11.0 Language
