Subject: Request for Information No. RFI21-1664
Anti-Bias/Unconscious Bias E-Module Training
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 Background
In order to deliver our mandate, CATSA has entered into agreements with security-contracting companies
who, on CATSA’s behalf, provide the screening officers required to deliver the level of service CATSA has
committed to achieving.
CATSA’s internal auditor identified that potential situations where unconscious bias could be introduced could be mitigated through training screening officers and CATSA personnel. The following points were made:

- Unconscious bias can introduce unintentional discrimination and result in poor decision-making with regards to screening officer selection of passengers for additional screening.

- Unconscious bias training focuses on raising awareness and understanding of one’s own unconscious biases, in order to move towards more conscious thinking to mitigate and reduce such bias.
CATSA is interested in providing anti-bias/unconscious bias training to the following groups:

- Screening Officers, Screening Contractor Training Representatives and Supervisors (more than six thousand (6000) individuals);
- CATSA Employees (approximately four hundred and thirty (430) individuals); and
- CATSA Management (approximately sixty (60) individuals).
CATSA has drafted a Statement of Work and is seeking feedback and information from the industry, including estimated pricing ranges.

3.0 Request for Information
The Request for Information (“RFI”) for unconscious bias/anti-bias training is neither a call for tender nor a Request for Proposals (“RFP”) and no agreement or contract for the goods and/or services stated herein will be entered into as a result of the RFI.
The RFI should in no manner be construed as a commitment by CATSA. CATSA will not pay for information provided.
Information provided will be treated as commercially confidential. Any comments or concerns expressed by Respondents will not be provided to the other industry Respondents, or considered as part of any eventual procurement process.
CATSA reserves the right to seek clarifications from one or more Respondents of any information provided in response to the RFI whether by telephone, in writing or in person.
4.0 Submission of Questions and Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
5.0 Use of MERX
Responses are to be submitted by MERX Electronic Bid Submission (“EBS”) system at www.merx.com.
The largest file that may be submitted to the MERX EBS system is 500MB. There is no limit to the number of files that may be submitted. An e-bid confirmation number will be provided by the MERX EBS system to the applicable bidder upon successful completion of submitting its e-bid documents.

CATSA may cancel the RFI before the closing date set out above. If the RFI is cancelled for any reason before the closing date, a notice will be posted on MERX advising of the cancellation.

6.0 Language
