Notice of Proposed Procurement
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. Further information about CATSA can be obtained at www.catsa.gc.ca.
2.0 Description
CATSA has a requirement to procure the services of an Analyst, Program Innovation and Reporting for a period of one year, as further described in Schedule “A” (Statement of Work) of the RFP.

3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be from award of Contract to June 30, 2023.
5.0 Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Mandatory and Rated Requirements
7.1 The Mandatory Requirements are as follows:
7.1.1 The bidder’s proposed Analyst must possess a valid personnel security screening at the SECRET level, as granted or approved by the CISD/PSPC, as of the Deadline for Proposals. The bidder should submit the full name and the date of birth for the proposed Analyst to facilitate the validation by CATSA.
7.1.2 The bidder must demonstrate that the proposed Analyst has graduated from a recognized college or university with a specialization in mathematics, statistics, computer science or a specialty related to the duties of the position.
7.1.3 The bidder must demonstrate that the proposed Analyst has a minimum of three years of experience with data analysis, performance measurement methods, statistical concepts and reporting techniques.
7.2 The Rated Requirements are outlined in the RFP. Bidders must achieve a minimum Technical Score of thirty-five (35) points in order to receive further consideration. Bidders must achieve a minimum Interview Score of twenty (20) points in order to receive further consideration.
8.0 Contractor Selection
The proposal with the highest Weighted Score as determined by combining the bidder’s Technical (50%), Interview (30%) and Financial Scores (20%) will be, recommended for award of a contract without limitation to any other provision in this RFP, including but not limited to Section 11 (CATSA’s Reserved Rights) of the RFP. 9.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
