1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. Further information about CATSA can be obtained at www.catsa.gc.ca.
1.1 Estimated Standing Offer Value
$1,700,000 excluding applicable taxes
2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to twelve (12) Standing Offers (up to three (3) per region) for the provision of acceptance testing services of equipment for Baggage Handling Systems (“BHS”), Hold Baggage Screening (“HBS”), and Pre-Board Screening (“PBS”), on an as and when required basis for an initial term of five (5) years, with three (3) optional one (1) year extension terms.
Bidders may submit a proposal for each of the four (4) operational regions described below, up to a total maximum of four (4) proposals in response to this RFSO. For the purpose of this RFSO, the four (4) regions, hereinafter referred to as “Region” or “Regions”, and are defined as:
- Pacific Region (British Columbia and Yukon),
- Prairies Region (Alberta, Saskatchewan, Manitoba and Northwest Territories),
- Central Region (Ontario), and
- Eastern Region (Quebec, Nunavut and Atlantic Provinces).
Each proposal will be evaluated separately. Bidders may be awarded a Standing Offer for one or more regions (up to four) as described in Schedule “B” (Evaluation and Selection Process).

3.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to twelve (12) non-exclusive Standing Offers.
4.0 Term of Resulting Standing Offer(s)
It is anticipated that the term of any resulting Standing Offer(s) will be for an initial term of five (5) years, renewable for an additional three (3) option extension terms of one (1) year each at CATSA’s sole option.
5.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
6.0 Mandatory Requirements
M1. The bidder MUST provide the CV for at least one Test Coordinator. The Bidder must also provide the location (city) where the Test Coordinator is situated, as of the Deadline for Proposals.
The CV must clearly demonstrate that each proposed Test Coordinator has the qualifications specified in section 5.2 (Test Coordinator) of Schedule “A” (Statement of Work) as follows:
(i) A minimum of one (1) year experience in the coordination of the testing or commissioning of BHS or other equivalent industrial controls systems that include Programmable Logic Control (“PLC”), involving at least three (3) resources; or
(ii) A minimum of one (1) year experience in the coordination of the testing or commissioning of technical systems (hardware and software) involving at least three (3) resources.
If more than one (1) CV for a Test Coordinator is submitted, for the purpose of evaluation of the Mandatory Requirements, CATSA will evaluate all proposed Test Coordinators to ensure that at least one (1) Test Coordinator is deemed to meet the qualifications. If no Test Coordinator meets the qualifications CATSA will follow the process outlined in Step 1 of Schedule “B” (Evaluation and Selection Process).
Any proposed Test Coordinator that is deemed to meet M1 will be eligible to be proposed for Services under any resulting Standing Offer Agreement.
M2. The bidder MUST provide the CV for at least two Testers. The Bidder must also provide the location (city) where each of the Testers is situated, as of the Deadline for Proposals.
The CVs must clearly demonstrate that each proposed Tester has the qualifications specified in section 5.3 (Tester) of Schedule “A” (Statement of Work) as follows:
(i) a minimum of one (1) year experience testing BHS or other equivalent industrial controls systems with a PLC; or
(ii) a post-secondary degree, diploma or certificate in engineering, computer science, industrial controls or other discipline related to the commissioning or testing of airport BHS or other equivalent industrial controls systems with a PLC; or
(iii) a minimum of one (1) year experience conducting testing of technical systems (hardware and software) for large or complex projects (e.g. at least two (2) test resources and at least two (2) technical system components).
If more than two (2) CVs for Testers are submitted, for the purpose of evaluation of the Mandatory Requirements, CATSA will evaluate all proposed Testers to ensure at that least two (2) Testers are deemed to meet the qualifications. If no two (2) Testers meet the qualifications CATSA will follow the process outlined in Step 1 of Schedule “B” (Evaluation and Selection Process).
Any proposed Testers that are deemed to meet M2 will be eligible to be proposed for Services under any resulting Standing Offer Agreement
CATSA reserves the right, in its sole and absolute discretion, to request a Canadian equivalency document issued by a recognized academic credentials assessment organization showing the academic level obtained where a post-secondary degree, diploma, or certificate was successfully completed and obtained outside of Canada.
M3. By submitting a proposal, the bidder certifies that, should it be issued a Standing Offer as a result of this RFSO, every individual proposed or individuals with similar qualifications and experience will be available for the Term of the Standing Offer.
M4. If the bidder has proposed any individual who is not an employee of the bidder, the bidder certifies that it has the permission from that individual to propose his/her services in relation to the Services to be performed and to submit his/her CV to CATSA. The bidder must, upon request from CATSA, provide a written confirmation, signed by the individual, of the permission given to the bidder and of his/her availability.
7.0 Rated Requirements
The RFSO contains details of the rated requirements.
8.0 Contractor Selection
Step 1: Confirmation of Compliance to the Mandatory Requirements
Technical Offers will be reviewed for compliance with the Mandatory Requirements described in Schedule “C” (Technical Offer Requirements and Evaluation) of the RFSO to confirm that the information, statements and supporting material in the bidder’s Technical Offer substantiate a compliant response. Mandatory Requirements will be confirmed on a simple pass or fail basis.
If a proposal fails to satisfy any of the Mandatory Requirements, CATSA will issue the bidder a rectification notice identifying the deficiencies and providing the bidder an opportunity to rectify the deficiencies. If the bidder fails to satisfy the Mandatory Requirements within the Rectification Period, its proposal will be rejected and will receive no further consideration. The Rectification Period will begin to run from the date and time that CATSA issues a rectification notice to the bidder. The Mandatory Requirements are set out in Schedule “C” (Technical Offer Requirements and Evaluation).
Step 2: Evaluation of Rated Requirements
Technical Offers will be evaluated against the Rated Requirements, as outlined in Schedule “C” (Technical Offer Requirements and Evaluation). Technical Offers will be assigned a score for each rated requirement to establish a Step 2 “Technical Score”. The maximum Technical Score is one hundred (100) points.
At the end of this Step 2 (Evaluation of Rated Requirements), CATSA will establish a bidder shortlist for each Region of up to the top three (3) bidders with the highest total Technical Scores. Only the bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process.
Step 3: Recommendation of Award
CATSA intends to recommend up to the top (3) three highest ranked bidders per Region for award of a Standing Offer, based on the highest Total Technical Scores without limitation to any other provision in this RFSO, including, but not limited to Section 11 (CATSA’s Reserved Rights).
Any bidder may be awarded a Standing Offer for any one (1), any two (2), any three (3), or all four (4) Regions.
9.0 Allocation of Tasks/Requirements

10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
