The Canadian Red Cross (“CRC”) is soliciting information from industry so that it may select a vendor to provide loadable prepaid cards and related services. CRC is looking at putting in place a three (3) year term agreement with the option to extend two (2) consecutive (1) year extensions with the Successful Bidder.
The objective of this Request for Proposal (“RFP”) is to locate a source that will provide the best overall value to CRC. While price is a significant factor, other criteria will form the basis of the award decision, as more fully described in the Evaluation Criteria, below.
As set out in more detail below, this RFP seeks the following information:
• Respondent capabilities.
• Cost information for services and cost containment/reduction strategies.
• Ideas and suggestions to optimize the customer service experience.
• Identification of key performance indicators (“KPI”) and Service Level Agreements (“SLA”) that will allow CRC staff to provide reloadable prepaid cards as a means to alleviate the immediate needs from impacted individuals during a disaster event as well as for the use internally for CRC personnel;
• Security and anti-fraud features of the card system to mitigate the risk of fraud and related incidents.
The Canadian Red Cross Society (“CRC”) is part of the largest humanitarian network in the world, the International Red Cross and Red Crescent Movement. This network is dedicated to improving the situation of the most vulnerable throughout the world. The Society does this through the work of its volunteers and staff in periods of preparedness and response. Emergency Management is a program within CRC that prepares for and manages the organization’s response to disasters, throughout all of Canada and internationally. A cornerstone activity during response is the delivery of assistance to beneficiaries in part through the provision of cash assistance to individuals and families who are coping with an emergency to help alleviate some of the unanticipated financial strain.
One method used by CRC for the provision of financial assistance to beneficiaries is reloadable physical prepaid cards.
Currently, CRC utilizes prepaid cards in two ways for domestic disaster events:
- Small scale Local emergencies.
- Medium to Large Scale emergencies.
CRC is looking at expanding its prepaid card usage to an international context as well, which is also the subject of this RFP.
