The Canadian Red Cross (“CRC”) is soliciting information from industry so that it may select one or more service provider(s) for National Security Services. CRC is looking at putting in a three (3) year term agreement with the Successful Bidder(s) with the option to extend for two (2) consecutive one (1) year periods.
The objective of this Request for Proposal (“RFP”) is to locate a source that will provide the best overall value to CRC. While price is a significant factor, other criteria will form the basis of the award decision, as more fully described in the Evaluation Criteria, below.
As set out in more detail below, this RFP seeks the following information:
- Cost information for services and cost containment/reduction strategies.
- Ideas and suggestions to optimize the customer service experience.
The CRC has a mandate to provide neutral and impartial humanitarian assistance. In Canada, as auxiliaries to the public authorities, CRC has a history of working in complementarity to government authorities, and communities, including Indigenous peoples, across Canada, in responding to humanitarian emergencies including large-scale emergency response operations. CRC works across the country to provide a high quality of service delivery in the form of humanitarian assistance to those in need (the "CRC Clients").
Emergencies range in complexity and could be sudden onset, protracted, and widespread in nature; long-term recovery operations that require ongoing security services over longer periods of time could also occur. As a result, CRC must often activate on short notice to provide safe, dignified, principled, culturally appropriate, and contextually specific services to personnel, individuals, and communities at sites. Security services required from the Successful bidder(s) in support of CRC assistance could be provided at restricted access sites, such as emergency lodging in congregate shelter or commercial lodging operations; semi-restricted access sites such as reception and information centers; and stabilized public access sites such as long-term recovery operations. The Successful bidder(s) will work with CRC and partners/vendors to develop an effective security plan that assesses potential risks, maintains security at the site, and ensures the comfort, well-being and safety of CRC personnel and CRC Clients.
