CRC 21-27 - Naloxone Kits Warehousing and Distribution Services

The Canadian Red Cross  (“CRC”) is currently seeking a full-service end to end warehousing and distribution fulfillment center that has a valid Health Canada Drug Establishment License (DEL) and Medical Device Establishment Licence (MDEL) to store and distribute medicated Naloxone kits throughout Canada.   CRC is looking at putting in place a two (2) year term agreement with the selected vendor with a possible one (1) year extension.

Mandatory Requirements:

• The 3PL distribution hub(s) must be in Canada.
• Capacity to execute efficient fulfilment order process: Receiving high volume of requests, after hours contact, arranging delivery, and updating inventory and reporting tracking.
• Capacity to track inbound and outbound shipments by batch and lot number to meet Health Canada MDEL and DEL requirements.
• The successful bidder will be required to update the order fulfillment list with the relevant shipment tracking information, item batch/lot number for each order shipped, and providing the consolidated information to CRC on a regular basis (timing to be determined by CRC).
• Strong inventory management capacity to track shipments and the means to identify where shipments are located upon request, inclusive of product being returned to the 3PL warehouse by organisations.
• Full time, dedicated logistics staff, account manager and billing contact for the length of the project to provide reports and liaise with the CRC Project Lead.
• Reverse Logistics: Ability to implement reverse logistics services, i.e. coordinate return of product and check and return any unused items back to storage at the 3PL warehouse. Ability to quarantine and responsibly dispose of returned items that cannot be restocked, in accordance to applicable regulations.
• Provide value added services like shipment break bulk, shipment packing and carton repacking.
