The Canadian Red Cross (“CRC”) is soliciting information from industry so that it may select a service provider to create a report with an extensive literature review and executive report to help CRC’s Risk Reduction and Resilience Service line better understand how to strengthen the CRC prevention education programs through the reflection and integration of Life Promotion principles, approaches, partnerships, and the mobilization of appropriate tools for distinct audiences, including Métis, Inuit, First Nation and youth, caregivers, and other community-based support structures.
The Life Promotion executive summary and literature review will examine current theories, trends, demographics, existing service providers, and peer-reviewed literature aimed at “reducing suicide and suicidal behaviour among Indigenous youth and community members by ‘leading with the language of life’ rather than relying on deficit-centred language or risk factor-based approaches” (Life Promotion, 2023). The CRC seeks to understand how to strengthen the CRC prevention education programs through reflecting and integrating Life Promotion principles, approaches, partnerships, and the mobilization of appropriate tools for distinct audiences, including Métis, Inuit, First Nation and youth, caregivers, and other community-based support structures. Critical within the paradigm of this RFP knowledge framework is the inclusion of traditional Indigenous knowledge and traditional Indigenous health and mental well-being perspectives.
The information gained in this literature review, environmental scan, and executive report will influence how the CRC approaches suicide prevention as we move toward a formalized Life Promotion approach, understand the differences between suicide prevention and life promotion so it is clear in the results what new practices are being recommended, delivery modalities which include learner and audience experience mapping, content, partnerships, and response modalities. Understanding the difference between suicide prevention and life promotion strategies will aid the CRC in recognizing gaps in current services to strengthen existing and future delivery.

Maximum budget allocated for this project will be $55,000.
