CRC 20-04 - Enterprise Learning Management System

The Canadian Red Cross (“CRC”) is growing its training and education services to both the public and internal CRC learners (employees, volunteers and delegates) and recognizes the need to offer quality and efficient learning experiences.  The CRC requires a best-in-class Learning Management System (“LMS”) to offer best-practice training approaches and tools by leveraging micro-learning, rich media and interactive e-learning as well as personalized learning paths and seamless classroom coordination. 

We are seeking a supplier to deliver an Enterprise LMS and Content Delivery System to serve thousands of course participants at any given time and across our varied departments.  While each department has a unique audience and set of goals and user objectives, our aim is to find a single LMS that is flexible enough to meet requirements for all users.  Currently the CRC uses several different systems that host learning content and integrate with other existing business platforms. 

The Successful Bidder will need to provide a comprehensive and robust solution in order to meet the needs of the CRC. The Enterprise LMS should offer complete and integrated core features including, but not limited to:
 

• Host and manage eLearning modules (e.g. lesson structure, content, scheduling)
• Host and manage surveys, knowledge evaluation and quizzes
• Host and manage assignment content (e.g. completion and grades pulled from access to activity)
• Manage course access and views based on security roles
• Manage interaction and progress tracking (e.g. start a course, completed lessons, course performance etc.)
• Host blended learning, and submit schedule, registration and course completion information to main database by course location
• Integrate with other applications via RESTful APIs (e.g. retrieve a list of course enrollments for a given user or user/program including course status, extraction of specific data items etc)
• Provide a single sign on (SSO) or the ability to authenticate credentials through existing database
• Content and Functionalities language are based on the selected language (English or French)
• Mobile friendly solution
• SCORM compliant, and ideally Tin Can (xAPI) compliant
• Ability to securely transact (course fees) by using a redirect to a secure payment page/portal  provided by the CRC.
• Ability to be or have been coded and/or customized (the software) in a PCI compliant manner.
