61323540041 - Employer Participation in Apprenticeship: A National Employer Survey

In 2018-19, CAF-FCA requires a contractor to survey 1,000 employers to determine the employer participation rate in apprenticeship, the numbers of apprentices hired, anticipated requirements and hiring preferences.  Survey findings will be summarized in a final report.
 
The contractor may use online or telephone surveys to gather the employer responses.  The project deliverables will include:

• Sampling Plan:  The contractor will develop a sampling plan with provincial and territorial targets.  The goal is to understand the employer skilled trades universe in Canada and develop a plan for determining the current employer participation rate in apprenticeship.  The employers included should hire tradespeople and their work should be related to the skilled trades.  The respondents should represent a cross-section of industries, size of businesses and regions.  There should be a mix of employers who hire and do not hire apprentices.
• Survey Instrument:  The consultant should review the survey instrument already created (see Appendix A for reference) and make recommendations for improvements.  Additional questions may be added in consultation with the CAF-FCA Project Manager.
• Survey Implementation:  The consultant will be responsible for gathering responses from employers.  Any online survey mechanism must collect data in a way that secures participant privacy and adheres to Canadian privacy legislation.  The consultant will be responsible for identifying employers to participate.
• Report:  The consultant will analyze survey results and write a report.
