ABOUT US
The Canadian Alliance of Medical Laboratory Professionals Regulators (CAMLPR) is not-for-profit organization composed of provincial health regulatory authorities who have the goal of clarifying a mutual understanding of the registration criteria in each province where medical laboratory technologists (MLTs) are regulated. They ensure that all regulated MLTs have the same entry to practice level of competencies regardless of which province they are first registered in or where they were trained, and that the public is, therefore, adequately protected.
THE PROJECT
Internationally Educated Medical Laboratory Technologists (IEMLT) who are interested in getting their qualifications recognized in Canada must navigate through multiple systems and jurisdictions to find all the information they need to work as an MLT in Canada. Using a website and database solution, international applicants will be able to submit an application, have the application reviewed by a registrar, receive feedback on issues related to application, and pay for application fees online as part of the application process. Administrators will be able to provide and edit information for applicants, review applications, and circulate applications to provincial registrars. Administrators will also be able to produce reports on various data points. This project will begin in Spring 2021.
THE REQUEST
CAMLPR is requesting proposals from experienced website and database developers to assist[1] with the development of a secure information website for internationally educated health professionals seeking to practice in Canada. The website features will also include:
- a membership portal
- an online application form
- a document management application for users to upload documents to their portfolio and track their progress with alerts of pending actions.
- a private communication channel between the client and the administrator
- a registration management database to handle registrations and payments
- database with the ability to produce reports on various datapoints and portals to distribute applications to various jurisdictions.
The information, data, comments, or reactions obtained may be used as research for future solicitation. CAMLPR will review all responses received. CAMLPR will only contact vendors should they have further questions or need clarification. Only the successful vendor(s) will be contacted.
VENDOR REQUIREMENTS
Through development of the website and database, CAMLPR is looking for vendors that are able to:
- Provide full customization and data migration support and ensure a smooth platform transition and launch for the administrators
- Provide administration & coordination of the delivery of the website and database and all its applications.
- Develop the website, database and applications in coordination with the project manager and members of CAMLPR
- Provide orientation and training materials for the clients and administrator as necessary
- Provide ongoing support and maintenance throughout the project
- Identify:
- how technical support would be provided to the applicant and the administrator
- clarification on intellectual property rights
- security features of the applications
TIMELINE
- This is an open request for proposal; responses are due no later than May 15th , 2021.
- Deadline to submit questions is May 7th, 2021.
- Responses will be reviewed immediately thereafter and a decision on whether to proceed with a candidate is anticipated by June 30th, 2021.
- Only the successful vendors will be contacted.
RESPONSE FORMAT AND CONTENTS
Responses must outline the ability to deliver goals and requirements outlined in this document. A response may add information not requested in this RFP. At a minimum, the response must contain, but not limited to:
- A company profile, including length of time in business, and relevant experience
- References from similar customers
- A summary of administrative, member, storage and core features
- A proposed development and delivery timeline
- Cost estimates for customization and onboarding
- Cost estimate for software licensing fees
- Cost estimates for website and database
- Clarification of any contracts, proprietary software and rights reservations
- Overview of web hosting security and monitoring
- Any other information deemed pertinent (warranty, other services and fees etc.)
RFI REVIEW
Each response will be reviewed by a CAMLPR committee based on the following criteria:
- Demonstration of ability to best fulfill our goals and requirements, or outline a mechanism available for collaboration with CAMLPR to fulfill the goals and requirements outlined in this RFP
- Projected Estimated Cost
- Deadline and Response Submission
