The Research, Evaluation and Performance Measurement Section of the Canada Council for the Arts seeks a qualified Indigenous individual consultant(s), consulting firm or a consortium/team of researchers to undertake the following:
1) Develop an Indigenous-specific research methodology on how to frame the issues around value in the areas described above, as well as understandings of `Indigenous arts' and `Indigenous artists'. The methodology will be rooted in Indigenous ways of knowing and being, and be respectful of First Nations, Inuit and Métis cultural practices and engagement protocols.
2) Develop a Research and Engagement Plan. The research plan will include a process for gathering and reviewing written materials (literature, grey literature, reports, etc.) and oral stories, testimonies, presentations, etc.) The Engagement Plan will include protocols and processes for finding, contacting, and engaging with Indigenous artists and organizations, ensuring balanced representation among: First Nations, Inuit and Métis; representation from each region of Canada; new and emerging artists; and a balance of male, female and non-binary, gender non-confirming artists. The plan will also include engagement with select non-Indigenous artists and arts organizations that work/partner with Indigenous artists.
3) Following the approved methodology and research and engagement plan, conduct the research project.
4) Identify any further areas of research or consideration for Canada Council as it relates to the value of public funding of Indigenous arts/artists and the impact of their work on Indigenous communities.
The Canada Council has established an external advisory group of Indigenous researchers and artists. The proposal must include opportunities for this advisory group to participate by providing insight and feedback into the various stages of this research project.
