This request for proposal (RFP) invites companies with expertise in Sign Language video production to submit proposals for the development and production of American Sign Language(ASL) and Langue des signes du Québec (LSQ) videos to the Canada Council for the Arts (the Council). The Sign Language videos will summarize the Council's document Expanding the Arts II: Deaf and Disability Expression and Engagement Strategy 2018-21 (ETA II).
The Council recognizes that Deaf and disability arts are important evolving sectors and art practices in the Canadian arts ecology, to be supported, promoted and advanced. As such, the Council's commitment to equity in the arts within its 2016-21 Strategic Plan includes ensuring that Deaf and disabled artists and arts professionals share in both contributing to and fully benefiting from arts and culture. This entails striving for equity in access to the Council's programs and services, as well as recognizing the art practices unique to the sector. Equity in access to programs and services involves the accessibility of information such as the provision of Sign language videos.
The ETA II is a key public document outlining the Council's commitments and actions towards equity and access. The summary and translation of the ETA II into Sign Language represents part of the Council's commitment to enabling access to programs and services for Deaf and disabled artists and arts professionals. The videos will effectively communicate our commitment and strategy towards supporting artists who are Deaf and/or have disabilities and advancing their artistic practices.
In addition to Deaf communities in general, the video will aim to reach the following audience sectors/groups: Government; Business; Arts; Education; Indigenous Communities; Media; and International.
The video will be used for multiple outlets, including:
- Canada Council's outreach events and major public appearances, in Canada and abroad;
- Canada Council's social media channels;
- Canada Council's website.
