Request for Expression of Interest (EOI)
Bruce Power is currently seeking a General Contractor for the construction of its Centralized Decontamination Facility in Tiverton, Ontario.

This is an Expression of Interest (EOI) only and not an RFP. Only Qualified Proponents who confirm their intent to participate in the competition will be issued the RFP package. RFP issuance scheduled date is March 8, 2018
Scope of Work
The Major Component Replacement (MCR) Bruce B Unit 6 Outage Program is being undertaken to support the Ontario Long Term Energy Plan and assist the province of Ontario in meeting its future electricity demand.
During the upcoming MCR U6 and subsequent units’ outages various radioactively contaminated components, equipment, and tools will be used and removed from the shutdown units. To minimize waste, these components, tools and equipment will be decontaminated so they can be reused. The existing decontamination facilities in the Bruce stations do not have enough capacity for the increased demand brought on by the MCR outages. This may cause a storage space issue at the station decontamination facilities during the program. Therefore, a new stand-alone facility in the center of site COS) has been proposed to decontaminate materials.
The Decontamination Facility (DCF) is required to supplement existing decontamination capacity during the outages, when a higher than usual amount of contaminated materials require cleaning. The DCF will be designed to support the decontamination of small components, tools, and equipment such as valves, actuators, pumps, camera equipment/cables, vendor inspection tooling, torque wrenches, calibration tools, test rigs, cutting tools, welding tools like heat exchange plates that will be repaired during the MCR outages. These tools and components can fit and can be transported on a small cart or a pallet.
Decontamination Facility scope includes construction of a decontamination area and associated functional areas, installation of decontamination equipment and Commissioning, AFS and Design Change Package Closeout. The Decontamination Facility will be constructed in the existing laundry area of the Central Maintenance and Laundry Facility (CMLF). The DCF will serve as a dedicated MCR Decontamination Facility for cleaning and releasing contaminated small tools and equipment used during MCR outages. This facility will reduce the radioactive footprint from the MCR outages and improve housekeeping at the generating stations. This proposed Decontamination Facility would include the following functional work areas:
- Stage/Receiving Area;
- Survey Area;
- Decontamination Area;
- Inventory Dispatch Area; and
- Zone 2 Storage Area.The Decontamination Facility is a “pass through” facility, with no provision for long term storage of contaminated tools/equipment. Material will arrive from the stations on a truck with a conditional transfer permit. The facility is intended for a relatively short turnaround of material and hence significant storage space is not required. Contaminated materials will be transported to the facility for decontamination and will then be transported to a storage location or to the station after cleaning, using existing Bruce Power Procedures. If it is determined that the material cannot be decontaminated sufficiently to meet the criteria for free release, it will be packaged for storage in the quarantine area for transport to the station.
The CMLF is self-sufficient with supporting systems such as Active Ventilation, HVAC, Service Air, Breathing Air, Sewage, and other systems.
Current project status:
- Feasibility Study of the existing services for the Laundry Facility inside CMLF; Completed
- Preliminary engineering of Decontamination Facility; Completed
- Detail Design Engineering, in progress and will be completed in April 2018
The design complies with all applicable codes, standards and regulations, as outlined in the Bruce Power station & CMLF license, as applicable to work and storage areas for nuclear contaminated materials and equipment.
Civil
- . The civil service scope includes, but not limited to, the following major work:
- Interior walls separating rooms within the DCF shall provide appropriate radiation shielding. Additional shielding is also required for areas within the decontamination and survey room;
- Shielding shall be provided for the roof in areas where high dose rates are expected;
- Walls separating process areas shall be coated to seal all porous areas;
- Process areas floors shall be coated to seal all porous areas;
- The DCF will be barrier free accessible; and
- The DCF shall have one truck bay for material receiving and one for dispatch.
Mechanical
- . The mechanical service scope includes, but not limited to, the following major work:
- Loading dock, including dock levelers;
- Conventional HVAC system;
- Active Ventilation System;
- Vacuum cleaning equipment;
- Breathing Air, Service Air and Compressed Air systems;
- P10 Gas Supply System for monitoring requirements;
- Active Liquid Waste system;
- Domestic water supply and sewage system;
- Water Circulation and Building Internal Circulation systems;
- Fire Water Supply and Distribution system;
- Demineralized water supply;
- Survey equipment; and
- Jib Crane.
Electrical and I&C
- The Electrical and I&C services scope includes, but not limited to, the following major work
- Class IV electrical power supply systems and equipment;
- Uninterrupted Power Supply system (UPS);
- Telecommunication system;
- Localized control for building systems and major equipment;
- Exhaust Stack radiation monitoring system;
- Radiation monitoring system and equipment; and
- Fire Detection/Alarm system.Information Technology (IT)
The IT service scope includes, but not limited to, the following major work:
- Routing of fiber optic cables including cable drops as required;
- Work stations; and
- Phones, Public Address system, wired and wireless LAN systems.
QA Requirement:
The General Contractor shall be CSA Z299.3 qualified.
The purpose of this “Expression of Interest” is to determine, among other things, which potential suppliers have the capabilities, experience and innovation to be considered for invitation to participate in a formal request for proposal process.
Bruce Power’s intent with this project is for the successful vendor(s) to provide economical, commercially viable construction solutions that meets the end users’ requirements
