 SCOPE OF WORK
 
Description of Project
The project consists of engaging a consultant to prepare a Fire and Life Safety Systems Study for the Ontario Government Building at 189 Red River Road. Review is to include sprinkler system, standpipe system, fire alarm system, emergency lighting system, emergency generator/ switchgear, fire extinguishers, exit lighting, CO detection systems and the chiller leak detection system. The report shall summarize the condition of each of these elements and provide recommendations c/w cost estimates for upgrades if required. Executive Summary to be included in the report. Existing lines on fuel lines and pumps to be included. A single line diagram for the whole building is required. Refer to Scope of Work Summary for more information regarding the scope of work. This project is EA Category Listing A.
 
Description of Services
The successful consultant is required to provide/comply with the following:

• Review the documents provided, investigate the site and provide a report with options (sketches) and recommendations with associated costs.  The client will require a minimum of 5 business days to review the options provided.
• Site access visits to be coordinated with BGIS, the CBRE FM and/or Technician and/or building occupants.
• Work will occur during regular business hours. After hours access requires security.
• Include an environmental consultant to perform project specific DSS and provide abatement specifications (if required).
• Access to the building should remain available all the times.
• Project is to be done in accordance with the latest IO Design and Commissioning Guideline (2015).
• For all Power Interruptions, Consultant is required to Complete the CRFC forms as per Infrastructure Ontario Guidelines.  This must be submitted with a complete Method of Procedure. Power Shutdown/Interruption approval time is a minimum of 20 business days.
• TBS Clearances are required for site access
• OPP Clearances are required for site access

• Draft electronic copies of reports (Studies & Feasibility Reports)
• Final Reports (Studies) & Closeout Documents must be professionally bound with a cover page stating the Brookfield GIS project number, Brookfield GIS project name, project location, design submission, revision number (if applicable), and date.

1. Consultant will prepare reports for full Client review and sign off at the Draft Report and Final Report stages along with updated project schedules & estimates.

• Cost Estimates must include detailed explanation for variances from the previous cost estimate.
• A revised schedule is required to be submitted at each of the study phases identified.
• Schedule submissions must include detailed explanation for variances from the previous schedule.
• Allow for making two (2) sets of changes/revisions at each of the phases/stages identified.

1. The Consultant is responsible to chair, records & distribute minutes for all meetings following the study kick off/initiation meeting and issue them no later than three (3) days following the meeting to all parties.  The consultant shall be responsible for follow-up and coordination of issues pertinent to the project.
