 SCOPE OF WORK
 
Description of Project
 
The intent of this project is to address deficiencies identified through the CBRE Electrical Maintenance Program for B11755 (Sudbury Jail).
Deficiencies were identified through Electrical Study - Appendix B (Project. 1019129-220248 by John R. Hamalainen Engineering Ltd.) for B11755 (Sudbury Jail). (Appendix A, not required, information stated below).
Given the age of the equipment, continuing infrared (IR) scans are highly recommended, supplemented with inspection and testing of primary power system components by a power systems maintenance company. This will help to ensure a reliable power system which is critical for a correctional facility.
3.4.1 Kitchen Panels
Replace kitchen panels with new stainless steel panels. These panels are in a compromised state and will continue to deteriorate if not replaced.
3.4.2 Pipe Chase Panels
Install properly sized junction boxes with terminal blocks, and wires traced and labeled in C & D pipe chases. Panels in A & B blocks below, exposed to moisture from leaking pipes on a regular basis, and should be replaced with appropriately rated NEMA 3R panel
3.4.3 Main Electrical Room – 150kVA Transformer
The 150kVA main electrical room transformer loss would cause a great deal of disruption and with its age being unknown the reliability is questionable. Replacement of this transformer is required. Replacement with a pole mounted transformer should be considered by the consultant.
3.4.4 FPE Panels
Replace electrical room FPE panels. These items are not an immediate safety risk, but their failure and follow-up repair could be quite disruptive. Replacing the panels is relatively inexpensive and will be required when any parts fail anyway.

• Replace (3) kitchen panels with Nema 4x panels
• Replace (2) Junction boxes in Blocks C & D chases, trace wires
• Replace (2) Panels in Block A & B chases with Nema 3R panels
• Replace (5) FPE panels (LPA1, LPND, LPA – 2 panels, LPB)
• Replace 150kVA transformer in Main Electrical room
   

• Site access visits to be coordinated with the site and CBRE FM and/or Technician and/or building occupants..
• Include an environmental consultant to perform project specific DSS and provide abatement specifications (if required) which is to be incorporated into the RFT documents.
• For all Power Interruptions, Consultant is required to Complete the CRFC forms as per Infrastructure Ontario Guidelines.  This must be submitted with a complete Method of Procedure. Power Shutdown/Interruption approval time is a minimum of 20 business days. 

• Final Reports (Studies), Documents issued for Tender, Documents issued for Construction & Closeout Documents must be professionally bound with a cover page stating the BGIS project number, BGIS project name, project location, design submission, revision number (if applicable), and date.

• Upon substantial completion, the Consultant shall forward to the Contractor the completed and signed Form 6 (Substantial Performance Certificate). The Form 6 is to be submitted no later than three (3) business days following Substantial Completion.

1. At the time of Substantial Completion, the consultant is responsible to obtain one (1) hardcopy & two (2) electronic copies of the Operations & Maintenance Manuals from the General Contractor.  They are to be reviewed & approved by the consultant and submitted to BGIS along with one (1) hardcopy set of record drawings plus two (2) editable electronic CAD files in accordance with “IO CAD Standards” on a portable electronic memory device.  The consultant shall provide documentary proof to BGIS that the drawings were completed in accordance with IO CAD Standards
   • All Operations & Maintenance manuals are required to be compliant with the current IO Design & Commissioning Guidelines (Refer to Schedule B of the 2017 IO Building Systems Commissioning Guideline).
