 SCOPE OF WORK
 
Description of Project
To complete a viability study on approximately 91 sites for the implementation 100 charging stations in 2018-19 (year 2). The substantial completion of this study must be completed by Feb. 15, 2018, in order to implement the findings in the Installation work planned for 2018-19.
 
Description of Services
Review the documents provided (spreadsheet of sites for year 2) and obtain any further information required to complete the site viability assessments.

• Develop a checklist for the assessment of sites. Design a one page checklist for use as a tool during the site investigations for the possible EVSE installations. The checklist should contain information required that would help in assessing the viability of a site to support an EVSE.

• Relevant information should include, but is not limited to information such as:
  • Ease of implementation for charging station
  • Existing infrastructure available to support type 1 or type 2 charging stations
  • public access
  • Meeting applicable safety and AODA accessibility requirements
  • Possible charging station locations at each site
  • The number of charging stations possible at each site
  • Identify any DSS related concerns that may be possible at each site
  • Identify any potential heritage impacts that may be possible at each site
  • Identify any potential environmental impacts that may be possible at each site
  • Any risks associated with the site and with implementing charging stations at the site
  • Feasibility to install
  • Identify any site specific security clearances required for work

• Complete site investigations at 91 potential locations. Obtain line diagram drawings for each site assessment and review prior to site investigation.

• Provide summary reports. Within the reports obtain existing line diagram drawings for each site, review and include copies in summary reports, along with recommendations with associated costs.

• Draft Summary Report (Including the site checklist and pictures) - to summarize recommendations and budgetary needs to install EVSE at feasible sites determined through the study.
• Revised Draft Report- after the initial draft has been reviewed and commented on by IO and IO's service provider, CBRE.
• Final Report and presentation - after the revised draft has been reviewed and commented on by IO and CBRE.  

• Review the documents provided. Develop a draft checklist, revise and finalize the checklist, investigate the sites and provide a Draft Summary Report, Revised Summary Report, Final Report and Presentation with options (sketches) and recommendations with associated costs.  The client will require a minimum of five (5) business days to review the options provided.
• Site access visits to be coordinated with the site and CBRE FM and/or Technician and/or building occupants.
• Access to the building should remain available all the times.
• Consultant required to complete CMMS Form provided upon substantial completion of the project.
• For all Power Interruptions, Consultant is required to complete the CRFC forms as per Infrastructure Ontario Guidelines.  This must be submitted with a complete Method of Procedure. Power Shutdown/Interruption approval time is a minimum of 20 business days.
• TBS Clearances are required for site access
• OPP Clearances are required for site access
• CPIC Clearances are required for site access

• Draft copies of reports may be stapled.  (Studies & Feasibility Reports)
• Final Reports (Studies) must be professionally bound with a cover page stating the Brookfield GIS project number, Brookfield GIS project name, project location, design submission, revision number (if applicable), and date.

1. Develop a Draft Checklist for the assessment of EVSE sites, as described in description of services. This will be reviewed by IO Stakeholders within five (5) business days.
2. Develop a Final Checklist for the assessment of EVSE sites, as described in description of services. This will be reviewed and approved by IO Stakeholders within five (5) business days
3. Complete site investigations at 91 potential locations.
4. Develop Draft Summary Reports (including the site checklists and pictures). Within the reports include existing line diagram drawings for each site along with recommendations with associated costs. The report will summarize recommendations and budgetary needs to install EVSE at feasible sites determined through the study along with updated project schedules & Class, B and Pre-tender estimates, each of which will be reviewed by IO Stakeholders within five (5) business days.
5. Revised Draft Report- after the initial draft has been reviewed and commented on by IO and IO's service provider, CBRE. This will be reviewed by IO Stakeholders within five (5) business days.

7. Final Report and presentation - after the revised draft has been reviewed and commented on by IO and CBRE.  

• Cost Estimates must include detailed explanation for variances from the previous cost estimate.
• A revised schedule is required to be submitted at each of the report phases identified.
• Schedule submissions must include detailed explanation for variances from the previous schedule.
• Allow for making two (2) sets of changes/revisions at each of the Report phases identified.

1. The Consultant shall provide two (2) hardcopy sets of the Reports and Drawings plus two (2) electronic copies on a portable electronic memory device at the Draft Report, Revised Report and Final Report and Presentation Phases. 
2. The Consultant is responsible to chair, records & distribute minutes for all meetings following the design kick off/initiation meeting and issue them no later than three (3) days following the meeting to all parties.  The consultant shall be responsible for follow-up and coordination of issues pertinent to the project.
3. Once the project is deemed ‘Substantially performed’, the Consultant shall certify and submit to Brookfield GIS and the Contractor, a Substantial Performance Certificate. 
4. Upon Total Completion, the consultant will be required to provide a “Statement of Total Completion” To Brookfield GIS.  This is to be submitted no later than three (3) business days following Total Completion.

1. Site investigations as required to complete the assignment – minimum one (1) site visit per site;
2. Progression Study Review Design meetings with the stakeholders– minimum five (5) teleconferences; (Study start-up, draft checklist review meeting (1), progression meeting (1), draft report review (1), final report and presentation (1)
3. Site Investigations as required to complete the assessment of approximately 91 sites.
4. Design meetings with the stakeholders (Study kick off, Draft Checklist Review, Final Checklist Review, Draft Summary Report, Revised Draft Report, Final Report and Presentation) – minimum of six (6) teleconferences.
