2. Purpose of this Notice
BDC, as per Chapter Five of the Canadian Free-Trade Agreement (“CFTA”), and Chapter 19 of the Canada-European Union (“EU”) Comprehensive Economic and Trade Agreement (“CETA”) is announcing that it is undertaking a
procurement process for prequalified vendors for the following services:
- Support BDC in the development of an e-Learning program for entrepreneurs around the topic of “starting a business in Canada”
Vendors prequalified further to the request for qualification process dated April 27, 2018, for the
Development Services for Online Learning Programs (Merx reference # 86669), will receive detailed tender documentation by email. They may submit their response in French or in English, at their discretion.
At the end of the selection process, BDC will negotiate with one or some prequalified vendors with the view of concluding an agreement for the provision of the services. The contemplated duration of the agreement is 12 months, starting on September 24, 2018.

This procurement process is governed and interpreted in accordance with the laws in effect in the Province of Quebec. The parties confirm that it is their wish that this Document, as well as all other documents relating to this procurement process, including all notices, have been and will be drawn up in the English language only.
