The Tourism Industry Association of Prince Edward Island (TIAPEI) is seeking a vendor with extensive experience in program evaluation to develop a logic model and performance measurement framework for the Atlantic Canada Agreement on Tourism (ACAT) Collaborative Project and to conduct an end-of-project three-year summative evaluation. The logic model and performance measurement framework will be reviewed and updated based on the activities undertaken in each of the three years of the Collaborative Project.

TIAPEI will utilize the logic model and performance measurement framework to inform the development of short-term and/or annual work plans and annual reports. The end-of-project evaluation will assess overall effectiveness of the Collaborative Project and its impact on the tourism industry in Atlantic Canada.

The end-of-project evaluation will consider:
 

• The direct and indirect outcomes of the Collaborative Project on the regional tourism economy;
• Procedures developed to establish targets;
• Effectiveness of the monitoring of the accomplishments of the Collaborative Project to ensure suitable information is available for accountability; and
• Expected results, outputs and performance information collected and used to report on the relevance, effectiveness, efficiency, and overall impact of the Atlantic Canada Agreement on Tourism.
