RFP 2018-46 – Security Access Control System Upgrading with Option for Service Maintenance Agreement

Description:
The Art Gallery of Ontario seeks proposals from highly qualified commercial security contractors for a Phase 1 replacement and upgrading of its Security Access Control System and other security upgrades.

This RFP also requests rates for a three- or five-year service maintenance agreement, as an optional addition to the contract, to be awarded at the discretion of the AGO.

The successful candidate MUST have significant qualified experience and security clearance at high level security facilities. The successful candidate will:

Systematically decommission and replace the entire Security Access Control System in the facility with Genetec HID VertX or C-Cure 9000 system
Replace the main core switch
Install fiber optic cabling (six (6) runs)
Supply and install eight (8) new workstations
Relocate an encoder rack
Other miscellaneous items

This Scope of Work must be completed by March 31, 2019.

The successful candidate may also be contracted directly to the AGO for a service maintenance agreement, for up to five years.

Conditions for Participation and Requirements to Request to Participate:
Only Contractors/Firms who currently possess, as a minimum, ALL of the below compliance requirements will be eligible to bid and considered for this project:

1. Security Clearance
The Contractor/Firm and all staff directly and indirectly involved in this project must currently possess and will continue to do so through the life of the project a Level 2 “Secret” - Government of Canada Security Clearance.

No work shall be sub-contracted to firms/individuals that do not possess the above clearance.

2. Relevant Completed Project Experience
Eligible Bidders will have direct experience and clearance resulting from installations at the following high security installations:

International Airports
Major Police Forces
Major Financial Institutions
Military
Corrections Canada
Other Canadian high security organizations

3. Project Values
Eligible Bidders must have completed in the last three (3) years, four (4) security installations with a contract value in excess of $750,000 for each project.

4. Certified Manufacturer Installation Contractors
To be eligible for bidding, Contractors must be currently certified and in good standing with the manufacturers of either Genetec HID VertX (Elite Partner Status with at least one technician trained in the following courses: SC-OTC-002, SC-ETC-001, SC-OTC-001, and SC-STC-001) and/or C-Cure 9000 (Enterprise – Advanced Certified Installers).

Prospective Proponents will be required to complete and return a Non-Disclosure Agreement and Notarized Affidavit Form, confirming the above, prior to receiving Appendices to the Technical Specifications that contain confidential information.

The NDA and NAF are to be submitted by email to the AGO Contact at any time until November 7, 2018 11:59:59 p.m. (inclusive).

Procurement Method:
Request for Proposals. The AGO reserves the right to negotiate. The AGO may request a Best and Final Offer (BAFO).

The AGO Contact will provide the confidential appendices to qualified Proponents upon satisfactoy review of the documents.
