DESCRIPTION OF PROCUREMENT
The University is conducting a Request for Proposal for Video Content Delivery Platform Solution for Centre for Teaching and Learning Services at the University of Toronto Scarborough.
The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated.

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/opportunities/28733 on or before January 20, 2020 at 2:00:00 p.m. (local time).
The submissions will not be opened publicly.

CONDITIONS FOR PARTICIPATION
The procurement is subject to the following conditions for participation
Proponents must achieve a score of 80% for particular technical requirements as described in the RFP document.

APPLICABLE TRADE AGREEMENTS
This procurement is subject to the following trade agreement(s):
The Canadian Free Trade Agreement, Chapter Five
The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9

CONTRACT DETAILS
Three years

EVALUATION CRITERIA
The University will base its selection of qualified suppliers on the following criteria:
Technical Requirements (45%)
Pricing (25%)
Demonstration (20%)
Following pass/fail based on particular requirements listed in RFP.
Video content delivery platform tool location
University of Toronto Information Risk Management Questionnaire (IRMQ)
Higher Education Cloud Vendor Assessment Tool (HECVAT)
