DESCRIPTION OF PROCUREMENT
The University is conducting a Request for Proposal for the provision of removal, disposal and replacement of roof systems on the Humanities and Bladen Wings. The procurement not anticipated to involve negotiation.  An electronic auction is not anticipated.

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/opportunities/22656
on or before April 26, 2019 at  2:00:00 p.m. local time.
The submissions will not be opened publicly.

CONDITIONS FOR PARTICIPATION
The procurement is subject to the following conditions for participation:
Attend Proponents Site Meeting, April 15, 2019 at 10:00 a.m.   Pass / Fail
Proponents to refer to Schedule E Draft Agreement and Schedules to Draft Agreement, Attachment 2 Supplementary Conditions to the Stipulated Priced Contract (CCDC2 – 2008), SC # 53 for details regarding the University of Toronto Union Requirements.

In addition, SC#53, the proponent should be affiliated and in good standing with Sheet Metal Workers’ and Roofers’ Local 30.

RFP Close:                                                        April 26, 2019 at 2:00:00 pm
Earliest Construction Start Date:                          May 6, 2019
Earliest Kick off Meeting                                     May 1, 2019
Substantial completion                                       August 1, 2019
Deficiency completion                                        August 31, 2019


EVALUATION CRITERIA
The University will base its selection of qualified suppliers on the following criteria:
Experience and Qualifications (30%) (Must achieve a score of 20)
Delivery and Lead-time (10%)
Pricing (60%)
Attendance at Proponents meeting and site visit               Pass / Fail
Surety Agreement re 50% Performance Bond and 50% Labour and  Materials Bond     Pass / Fail                                           
Completed Contractors Safety Acknowledgement Form      Pass / Fail
Proof of Insurance                             Pass / Fail
WSIB Certificate                                  Pass / Fail
