Description
TPS is accepting submissions for the RFQ # 1306452-19 for Wired Internet Access for the TPS, 40 College Street, Toronto Ontario M5G 2J3.
Closing Time
Electronic submissions will be accepted until until 1:00:00 p.m. on Monday, April 29, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this opportunity must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
This RFQ, issued by the TPS, is to obtain a Vendor of Record (VOR) for the provision of Wired Internet Access for TPS. Bidders submitting quotations shall have completed work similar in type and scope or shall be able to refer to specific work of a comparable nature. Bidders must submit cost prices for 200 Mbps, 500 Mbps, 1Gbps, 2Gbps, 5Gbps, and 10Gbps sustained bandwidths. All items MUST be bid on for your quotation to be considered.
Bidders MUST satisfy following requirements and not only (please refer to Appendix A in RFQ document for complete list)
- You must own, install, operate and support the infrastructure to provide the internet services requested;
- The Internet Service Provider must provide a minimum of 13 usable Public Internet Protocol (IP) Addresses with DNS and reverse lookup pointing to their domain;
- Any provided connections must be terminated by way of Fiber-Optic network cable at TPS demarcation point; or if using wireless technology the core and connections points must be by way of ISET coordinated and licensed radio Spectrum with interference protection;
- Any provided connections must be provisioned to allow to upgrade the speed/capacity of dedicated Internet connections, without requiring hardware and infrastructure upgrades and/or additional installation surcharges, to the maximum quoted capacity per pricing Table 1B & 2B in Appendix B.
Contract Term
The term of this Contract is for a 3(three) year period. Estimated start date is May 14, 2019 until May 14, 2022 with an option to renew for an additional 2-year period based on performance and other indicators which may include Board approval.
Restriction, Min requirements and Mandatories
In addition to the mandatory Appendix A, Appendix B, Appendix C, Appendix D, Appendix E forms, the following completed forms to be submitted:
- TPS Policies Form;
- Environmentally Responsible Procurement Form;
- Statutory Declaration Form;
- Key Personnel Form;
- Bidder's Experience in Similar Work Form.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback
The TPS may, upon request, permit other Public Body to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Service Provider. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Service Provider submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
