TPS Facility Hardware Upgrades:
23D, 31D, 42D, 43D, 51D, Marine, TPS HQ and TPC

Bids are invited for the supply and install of Hardware Upgrades at 21D, 31D, 42D, 43D, 51D, Marine, TPS HQ, and Toronto Police College for Toronto Police Service (TPS).
Bids must be submitted through MERX Electronic Bid Submission (“EBS”) System, the electronic tendering systems used by TPS. https://www.merx.com/ For assistance in using MERX, please contact MERX directly at 1-800-964-MERX or visit the MERX website.
Closing Date and Time
Submissions shall only be accepted electronically via the MERX EBS system before 1:00:00 P.M. on Wednesday October 16, 2019 as per electronic Bid clock identified on MERX. Submissions submitted in any other manner shall be found non-compliant and disqualified.
Schedule Site Meeting (strongly recommended)
A site meeting will be held on October 2nd, 2019 @ 11:30am located in the main Lobby of TPS Headquarters, 40 College Street West with TPS FCM Member and +VG Architects representative. All Bidders submitting a Bid are encouraged to attend the site meeting. The Bidder will accept the requirements of the Work “as is” whether this site meeting is attended or not. No modifications to the Bid will be accepted after closing of this RFQ.
Bid Deposit
Each Bid submission Must be accompanied by a Bid Deposit in the form of a Bid bond, certified cheque, bank draft, money order or irrevocable letter of credit in the amount(s) of Ten Percent (10%) of the amount Bid, made payable to the TPS as surety that, if the Bid is accepted.
Performance Security
Each Bid submission Must be accompanied by an Agreement to Bond’, OR, a letter from a Bidder’s bank stating that an irrevocable letter of credit will be provided in the amount of fifty (50%) of the contract price as performance security and fifty (50%) of the contract price as labour and materials payment security, if the Bidder is awarded the contract.
The Bidder must:
- Must be a member in good standing with the Door and Hardware Institute (DHI)
- Must have on staff a certified Architectural Hardware Consultant (AHC)
- Must engage an experienced team of installers who have completed installation of finish hardware similar in design and extent to those required for this project.
- Must employ/engage staff that are trained and approved by the manufacturer (Allegion) prior to installation, evidence will be requested.
- Preferred that the warehousing facilities to accommodate the receiving, labelling, verification and storage hardware be in the Toronto area
All in accordance with the requirements stated in the RFQ document.
