Description
Bids are accepted for Supply and Delivery of Bicycle Uniform and Rainwear for Toronto Police Service (TPS).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Tuesday September 22, 2020 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1410110 -20 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor in accordance with the provisions and specifications outlined in this Request for Quotation. TPS is looking for the Supply and Delivery of Bicycle Uniform and Rainwear for its officers.
Delivery
The Vendor MUST guarantee delivery of the Products and Quantities specified in this RFQ (Part 1, Part 2 and Part 3) not later than by December 31st, 2020, to the delivery location specified by TPS in accordance with this section.
Specifications
Bidders must submit detailed requirements and cost prices for Bicycle Uniform and Rainwear according to SCOPE OF WORK AND SPECIFICATIONS section and APPENDIX A – MANDATORY REQUIRMENTS, APPENDIX-B – FEE SUMMARY FORMS and APPENDIX C- PROVISIONAL ITEMS AND QUANTITIES
SAMPLES AND DEMONSTRATIONS (Mandatory)
Evidence of 1 set of each samples (PART 1, PART 2, and PART 3) in size L (Large) is requested as per items in Fee Summary Forms prior to closing date and time which is 1:00:00 p.m. on Tuesday September 22, 2020. .
PLEASE NOTE: Award to lowest compliant Bid is subject to mandatory sample approval by TPS and will not be awarded if product sample is not approved.
AWARD
Bidders May Bid on only PART 1, PART 2, PART 3 or all parts together. The intent is to award each PART to the lowest compliant Bid.
Contract Term
1 (one) year period commencing upon award of the contract starting from Thursday October 1, 2020 until September 30, 2021. TPS reserves the right to renew the contract for an additional 1-year period. The renewal is contingent upon continued need, budget approval, acceptable performance, and TPS approval if applicable.
Restrictions, Min requirements and Mandatories
Mandatory Bid Submission Forms are: APPENDIX A – MANDATORY REQUIRMENTS, APPENDIX-B – FEE SUMMARY FORMS, APPENDIX C - PROVISIONAL ITEMS AND QUANTITIES.
In addition to the mandatory Bid Submission Forms, the following completed forms to be submitted:

SECTION 2. Environmentally Responsible Procurement Form
SECTION 3. Statutory Declaration Form
SECTION 4. Key Personnel Form
SECTION 5. Bidder's Experience in Similar Work Form
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form in APPENDIX B if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and Services described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendors’ Bid Submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
