Respondents are to make their submission through the MERX EBS System prior to 1:00:00 PM local time on Thursday July 18th, 2019.
Respondents shall be solely responsible for the delivery of their Submission using the MERX Portal by the Closing Date and Time, in accordance with the Submission Requirements.
The respondent is responsible for any and all costs associated with the preparation and submission. The TPS will not be liable to pay any such costs or reimburse the respondent in the event the TPS decides to reject all submissions.
Submissions that do not comply strictly with the terms and conditions hereof may be declared informal and/or disqualified. Submissions that are incomplete, conditional, obscure, or qualified will be rejected. Submissions not meeting mandatory requirements will be disqualified.
Your submission shall be taken as your statement that you understand the requirements and agree to comply with the requirements and any supplementary terms and conditions, or addenda stated in the submission documents. Your submission confirms that you have checked and confirmed your pricing and by signing the submission forms, you agree that you have not omitted any items from your submission and you will be bound by law to supply the services as specified at the prices proposed.
Role Description
The TPS signalled its desire to be an international leader in policing through its modernization Action Plan The Way Forward. It outlines how the TPS is taking strategic steps while growing and changing to meet the needs, demands and pressures of a complex city that is continuously growing in population size and diversity.
A key component of this change includes accountability, inclusivity, transparency and building community trust. Through consultations on The Way Forward, members of the public also indicated that ‘more transparent data and information-sharing is a key component of building public trust.’
The Race-based Data Collection Strategy has been formed to examine, develop and implement a Race-based Data Framework for the TPS on its internal (Service members) and external (public) facing systems. This will allow for the Service to tell its story; understand and explain its actions; and take corrective measures where necessary.
Following the Toronto Police Service Board (TPSB) policy on demographic data collection, TPS will also be examining and utilizing best practices, and will be aligning with the Provincial data collection framework. Established in April 2018, Ontario released the Data Standards for the Identification and Monitoring of Systemic Racism (or Anti-Racism Data Standards), and mandated race-based data collection in the child welfare, education, and justice sectors through a regulation under the Anti-Racism Act, 2017. The Anti-Racism Data Standard will serve as a guide for the collection, management, analysis and reporting on the data collection efforts of the Service.
The role will involve leading the race-based data strategy, which is a large-scale project. The Project Manager will review and refine the terms of reference, as well as develop project objectives, guidelines, milestones and scope. The role will also involve development of the critical path, management of competing priorities and deadlines, supporting the communications plan and assisting with the community engagement framework. Each of these various components will involve over ten units/divisions/business areas.
Responsibilities:
Reporting to the Manager, Equity, Inclusion & Human Rights, the successful specialist will be accountable for ensuring the successful completion of the Race-Based Data Strategy Project and is responsible for the following activities and deliverables:
- Providing required updates utilizing project management tools and proven methodologies to the Manager, Equity, Inclusion & Human Rights and other key stakeholder groups, as required;
- Maintaining project artefacts including:
- Business Cases
- Business Requirements;
- Project Charters, including scope statement;
- Project Plans, including schedules/timelines and work breakdown structures;
- Change Management and Stakeholder Engagement Plans;
- Project Reports, including progress reports, financial summaries and dashboard/scorecard updates;
- Project Budgets (development as well as ensuring that expenditures are controlled and maintained within that budget); and
- Risk/Issue Logs.
- Develop and design policies that assist in achieving the strategic direction of the Service
- Establishing and supporting project working groups, as required, including creating terms of reference;
- Documenting project benefits and conducting project evaluations; and
- Documenting minutes of meetings and actions items;
The successful specialist must be prepared to work on-site full time five (5) days per week.
Note: This engagement requires a transfer of knowledge to Toronto Police Service personnel.
Required Skills, Experience
Mandatory
- Possess an undergraduate degree
- Have a minimum of 5 years’ experience developing internal and external communication strategies, in the last 10 years
- Have a minimum of 5 years’ experience leading project teams on successful project implementations, in the last 10 years
- Possess a Project Management Professional (PMP) certification or another form of project management certification
- Have a minimum of 5 years’ experience developing and implementing complex and large-scale projects, in the last 10 years
- Have a minimum of 5 years’ experience leading projects in organizations of a similar size as the Toronto Police Service, in the last 10 years
- Have a minimum of 2 years’ experience using project management software (specify), in the last 10 years
- Strong written communication skills
- Awareness of the challenges faced by racialized and diverse communities
Preferred
- Possess a graduate degree or equivalent experience of more than 15 years working as a project manager
- Have a minimum of 2 years’ experience leading race-based data collection projects, in the last 10 years
- Have a minimum of 2 years’ experience leading projects in a large law enforcement organization, in the last 10 years
- Have at least 5 years’ experience reporting effectively to senior/executive leader(s) of the organization, in the last 10 years
- Have a minimum of 2 years’ experience leading projects in a public sector, unionized environment, in the last 10 years
- Have a minimum of 5 years’ experience leading process improvement projects in the last 10 years
- Have a minimum of 5 years’ experience using Microsoft Office suite (Word, Excel, PowerPoint, Visio), in the last 10 years
- Knowledge of the social justice, human rights, diversity and inclusion principles will be an asset
- Possess a Change Management certification (e.g. CCMP, CMS, Prosci etc.)
- Possess a Process Improvement certification (e.g. Lean, Six Sigma)
- Effective troubleshooting and problem solving skills to aid in the identification of root cause issues and develop creative solutions
- Have a minimum of 2 years’ experience developing organizational policies, in the last 10 years
- Have a proven ability to transfer knowledge both within and between business units
Term of Engagement
The term of the contract is 19 months, commencing on or around Tuesday September 17th, 2019 or earlier pending background checks. The TPS reserves the right to extend the contract for two additional six (6) month terms.

The creation of this RFS shall not be a guarantee of exclusivity.
