REQUEST FOR INFORMATION (RFI) # 2021-03

Objective
This RFI has the following objectives:

Determine the level of the market interest;
Obtain information on potential new learnings and approaches;
Obtain recommendations that would enhance the success of a future procurement opportunity for this project; and
Obtain detailed non-binding cost estimates for budget purposes; and
Understand retiree benefits administration solutions that could provide TPS an opportunity to optimize business processes and efficiencies.

Respondent Participation
TPS encourages participation from potential suppliers in this RFI process and should include a written response that is relevant to this RFI.
RFI Intent
The intent of this RFI is solely to gather information and does not form a competitive bid process or legal offer.
In the event the TPS is satisfied that there is sufficient interest, availability and feasibility of providing suitable solutions, the TPS may, but is not obligated to initiate a competitive bidding opportunity. It is important that respondents understand that this RFI document and their participation by responding is not interpreted or construed as a solicitation for tenders or proposals, but rather an information gathering exercise.
TPS encourages participation from potential solution providers in this RFI process, the information collected will be reviewed by a committee. In turn, the committee will consider submitted responses when determining whether to initiate a competitive process to solicit bids for all or part of any of the areas for a Retiree Benefits Administration Solution.
This RFI will not be used to pre-qualify or screen respondents in connection with a future competitive bidding process, if any is to be initiated by the TPS. It is the respondent’s responsibility to monitor the MERX website at www.MERX.com for possible subsequent bidding opportunities, which will be open to the public whether or not a response to this RFI is made.

Submissions are to be made through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com).

Uploading large documents may take significant time, depending on file size and internet connection speed. It is recommended that respondents review the MERX EBS instructions well in advance of the closing date and allow sufficient time before the closing date to upload documents and finalize their submissions.
Respondents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Submission Deadline
Respondents are to make their submission through the MERX EBS System prior to 1:00:00 P.M. local time on Thursday, April 29, 2021.
