REQUEST FOR PREQUALIFICATION (RFPQ) # 1344302-19
This Request for Pre-Qualification (RFPQ) is an invitation by the Toronto Police Service and the Toronto Police Board (TPS) to create a list of pre-qualified Vendors for Information Technology Professional Services (RFPQ) that are able to bid on various Requests for Services (RFS) to supply information technology resources for temporary contracted assignments and recruiting services for permanent positions on an as needed basis and further described in this RFPQ.
SUBMISSION REQUIREMENTS
Submission will only be accepted through the MERX Electronic Bid Submission (“EBS”) System, https://www.merx.com/.

Proponents are to make their submission through the MERX EBS System prior to 1:00:00 PM local time on Monday, 3rd February, 2020.
Proponents shall be solely responsible for the delivery of their Submission using the MERX Portal by the Closing Date and Time, in accordance with the Submission Requirements.
The determination of whether the submission is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any submissions after the closing date and time will be rejected.
Objectives
The TPS goal is to establish a pre-qualified list of Proponents that are able to bid on various RFSs to supply IT Professional Services Resources for Temporary information technology assignments on an as needed basis. Please refer to the Appendix I list of the various information technology professional services roles. The list consists of thirteen (13) pre-defined roles. During the contract period in 2018, approximately six million dollars was spent on IT Professionals Services Resources by TPS, although this is no indication of future spending.
It is the intention of the TPS that the award will be made to the highest rated Proponents in accordance with the evaluation criteria of this RFPQ. It is also the intention of the TPS to select up to the top five (5) highest rated Proponents for each role who passed the 75% threshold for each category and up to ten (10) highest rated Proponents for the Other IT Professional Services roles who passed at the 75% threshold to provide IT Professional Services Resources to TPS. These lists will be based on the evaluation criteria outlined in the document.
TERM OF CONTRACT
The term of this contract for the provision of services shall commence on or around April 7th, 2020 after board approval and concludes two (2) years from commencement on April 6th, 2022. The TPS reserves the right to extend the contract for an additional one (1) year term, for a total of 3 years maximum to April 6th 2023. The vendor (s) shall not assign or sub-contract any part of this contract to a third party without the prior written approval of the Toronto Police Service Board.
NON-EXCLUSIVITY
The creation of this RFPQ shall not be a guarantee of exclusivity.
NEGOTIATIONS
The TPS reserves the right to enter into negotiations with any one or more Proponents regarding price, scope of services, or any other term of their applications, and such other agreement or contractual terms as the TPS may require, at any time prior to execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to any Proponent and without reissuing this RFPQ; and to enter into simultaneous, competitive negotiations with multiple Proponents or to negotiate with individual Proponents, either together or in sequence, and to permit or require, as a result of negotiations, the expansion or reduction of the scope of services or changes in any other terms of the submitted applications, without informing other Proponents of the changes or affording them the opportunity to revise their applications in light thereof, unless the TPS, in its sole discretion, determine that doing so is in the TPS’s best interest; and,
to discontinue negotiations with any Proponent at any time prior to the execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to the Proponent, and to enter into negotiations with any other Proponent, if the TPS, in its sole discretion, determine it is in the best interest of the TPS to do so.
