Description

Request for Pre-Qualification (RFPQ) # 2021-05

The Toronto Police Service (TPS) invites experienced firms to submit Proposals to be selected as Prequalified Proponents for a Records Management System (RMS). The TPS intends to pre-qualify all firms that meet the requirements stipulated in this RFPQ, who will then be eligible to participate in a possible subsequent Request for Proposal (RFP) competition.

Upon completion of the RFPQ process TPS will:

in the case of multiple vendors, consider advancing to an RFP that will focus beyond mandatory requirements, but rather, all TPS requirements, or
in the case of one remaining vendor, TPS reserves the right to begin negotiations with the vendor.

TPS at no time throughout this process is committing to select, acquire, purchase or negotiate a contract and reserve the right not to proceed with either an RFP or contract negotiations.

Submission Requirements

Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. on Friday December 10, 2021.

Scope of Work

TPS preferences:

TPS prefers a solution that is complete and integrated rather than numerous software (ie: not reliant on multiple vendor products)
TPS prefers that the vendor uses one agency to demonstrate installation and use requirements, but recognize that not all requirements would be used by one agency. Vendors should limit the number of agencies being used.

Term of the Contract

Prequalified Proponents selected through this RFPQ process shall be eligible to participate in a related RFP process for a term of 36 months (three years).

Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.

Piggyback (if applicable)

The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies, if the Bidder becomes the Vendor. If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods and/or Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity

The awarding of a Contract to a Vendor shall not be a guarantee of exclusivity.
