The Toronto Police Services Board (TPSB) wishes to retain a firm with expertise in the area of public consultation services to solicit stakeholder input into the search to select a new Chief of Police for Toronto.
Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Tuesday September 22, 2020.
Objective
The objective of the project is to provide public consultation services to solicit stakeholder input into the search to select a new Chief of Police for Toronto.
The TPSB is anticipating engaging the successful firm in October 2020. Once the successful firm is selected, the TPSB staff will provide relevant background information, set out a broad vision for community and stakeholder engagement and consultation, and work with the firm to identify key milestones and deliverables.
In addition to contracting a firm to assist with the public consultation process, the TPSB also wishes to retain a firm to provide executive search services for the recruitment of a new Chief of Police for TPS (please see RFP # 1401418-20B). Interested firms may bid on either or both RFP’s.
The TPSB is anticipating making a decision as to the successful candidate in Q1 of 2021 to allow for appropriate notice and transition.
Term of the Contract
The initial period of performance of any contract resulting from this RFP is tentatively scheduled to begin in October 2020, and is estimated to run approximately two months.
If required, the TPSB/TPS reserves the right to extend this contract on a month to month basis, or based on a selection of strategic activities that are determined to be best executed by the successful team.
Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
