Description
TPS is accepting Bids for Palo Alto Acquisition, Support and Maintenance of Hardware/Software for Toronto Police Service (TPS). The Bidder Must be a certified/authorized member of the Palo Alto NextWave partner program, must be an authorized re-seller of Palo Alto Networks hardware and software with a minimum level of Innovator and Must provide documentation confirming that status.
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Friday October 25, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1342437-19 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor of Record for authorized Palo Alto Licence resellers/partners to provide annual software and hardware maintenance with 24/7 support, as well as future acquisition of Palo Alto products as specified in RFQ. Service Providers must provide annual subscription and software maintenance 24/7 support beyond the initial purchase which must be co-termed on December 31st for each calendar year as indicated in Table 1 and Table 2 in accordance with the provisions and specifications contained in this Request for Quotation.
Specifications
Bidders must complete the column indicated with Yes / No after each specification statement in Appendix A. Failure to do so will result in your submission being disqualified.
Contract Term
The term of this contract is for 3 (three) year period commencing upon award of the contract starting from Wednesday January 1, 2020 until January 1, 2023. TPS reserves the right to renew the contract for an additional two 1-year period. The renewal is contingent upon continued need, budget approval, acceptable performance, and TPS approval if applicable. The product must be delivered starting January 1st, 2020.

In addition to the mandatory APPENDIX A, APPENDIX B, APPENDIX C, APPENDIX D and APPENDIX E forms, the following completed forms to be submitted:
- TPS Policies Form
- Environmentally Responsible Procurement Form
- Statutory Declaration Form
- Key Personnel Form
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form in APPENDIX B if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Goods and Services described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Service Provider Bid Submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
