Background
This engagement is to acquire a resource with the requisite skills, background, experience, and professional accreditation to provide Program Management and Consulting Services to the Toronto Police Service as the City of Toronto moves forward with the Connected Officer Program and the necessary implementation of Mobile Broadband services (with Priority and Pre-emption) for First Responders. Applicants are expected to have recent and proven experience in the areas of Major Project Management and Technical Solutions.

Responsibilities
Leads project teams and assumes day-to-day planning, management, and control of application development projects, including the selection of methodologies, techniques, and tools which are appropriate to the project and project’s product. The resource is accountable for ensuring the successful completion of all phases of the project from Inception, Elaboration, construction, and transition and is responsible for staffing, budgeting, scheduling monitoring, and reporting.

Education, Training, Certifications or Designations Required
Mandatory

Technical degree (Computer Science, Engineering or related subject).

Preferred

Masters, Business Administration
Business Analyst certification
PMP or Certificate in Project Management.
Profession Engineering Certification (APEO)
ITIL Foundations and above.

Knowledge, Skills, and Experience Required

Mandatory

Minimum of five (5) years working experience in Project Management
Past Experience in the deployment of Land Mobile Radio systems for Public Safety use in Canada (either APCO 16 or APCO P25 compliant).
Experience with the deployment of “push-to-talk” over cellular systems and their interface to the P25 Inter Sub-System Interface for radio talk group interoperability.
Past experience in the deployment of cellular broadband technology (2G/3G and 4G/LTE) systems in Canada with a supplier or a wireless network operator.
Has lead minimum two (2) large projects that had a two-year duration each
Has experience with analysis of options for the migration from 4G/LTE to 5G Non-Stand Alone (or Stand Alone) broadband systems.
Minimum 1-year Business Analysis of IT technology transformations from “current state” to “future state” designs and analysis of options.
Minimum 5 years of working experience in industry writing, including business case preparation, technical documents, business, and technical requirements, RFX’s, etc.
Minimum 5 years of good working knowledge of Microsoft Office software (Share point, Excel, Word, PowerPoint, Outlook, and Teams).
Minimum 5 years of working experience in effective troubleshooting and problem-solving skills to aid in the identification of root cause issues and the ability to develop creative solutions.
Must be fully licensed to drive in Ontario with a Class “G” driver’s license.

Preferred

Experience with Public Safety Telecommunications Systems
Experience with on-premise software-based systems, and knowledge of hybrid cloud and private cloud solutions with end-to-end security.
Experience with and knowledge of the processes and procedures of large Municipal/Law Enforcement Departments.
A team player with a proven track record for meeting deadlines.
Exceptional writing skills to create project documentation, operational documents, and user assistance material.
Demonstrated analytical and interpretative skills with knowledge of research design and methodologies.
Excellent communication and interpersonal skills with the proven ability to conduct professional and collaborative business and technical communications.
Strong presentation and facilitation skills.
Must be flexible and adaptable.
Experience in Planview is an asset.
Must adapt to TPS/ITS working conditions and core values.
