It is the intent of this RFP to solicit proposals from all interested firms possessing expertise using the Hay Group method and point factor systems within the guidelines established in this RFP.
Over the next couple of years it is anticipated a minimum 94 civilian jobs will need to be evaluated due to TPS’s modernization initiatives and the People Plan https://www.torontopolice.on.ca/TheWayForward/files/people-plan-2017-2019.pdf).
The evaluation of new and existing civilian positions across the TPS will require the successful proponent to review submissions in a format prescribed by the TPS, interview incumbents including supervisory or management staff if required, evaluate and report on the final results with appropriate substantiation. The successful proponent will also update and create job descriptions and deliver compensation and human resource related consulting advice if requested.
The term of this contract for the provision of services commences April 1st, 2019, to December 31st, 2020. The TPS reserves the right to extend this contract for an additional two (2) one-year terms based on performance and other indicators and may include Board approval.
- Proponents interested must have a proven track record in providing Job Evaluation Services to a policing and/or public sector organization of similar size and complexity using point factor systems and the Hay Group method.
- Proponents must have been providing Job evaluation services for at least 5 years.
The TPS may, upon request, if successful vendor agrees, permit other publicly funded organizations to purchase against any contract which may result from this RFP.
