REQUEST FOR PROPOSAL (RFQ) # 1368424-20
This request for quote (RFQ) is an invitation by the Toronto police service and the Toronto Police Board (TPS) to qualified proponents to submit proposals for the provision of inspection and maintenance of forensic equipment, as further described in this RFQ.
It is the intention of the TPS that the award will be made to the highest rated Proponent in accordance with the evaluation criteria of this RFQ.
SUBMISSION REQUIREMENTS
Submission will only be accepted through the MERX Electronic Bid Submission (“EBS”) System, https://www.merx.com/.

Proponents are to make their submission through the MERX EBS System prior to 1:00:00 PM local time on Thursday February 27, 2020.
Proponents shall be solely responsible for the delivery of their Submission using the MERX Portal by the Closing Date and Time, in accordance with the Submission Requirements.
The determination of whether the submission is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any submissions after the closing date and time will be rejected.
Objectives
TPS requires a Vendor for Inspection and Maintenance of Forensic Equipment.
Equipment to be serviced includes:
Vacuum pumps and compressors;
3M Ninhydren Cabinets;
Microzone downdraft stations;
Various Airclean equipment; and
DFO Isotemp Oven.
Mandatory Requirements
Vendor Must be an authorized service technician for Air Clean Systems and provide documentation of current status or Vendor Must have recent experience* servicing forensic equipment.
* Recent experience = at least two years of experience within the last five years.
Only those firms passing the mandatory criteria will move on to the next stage of evaluation.
TERM OF CONTRACT
The term of this contract is tentatively scheduled to commence starting from Wednesday April 15, 2020 after TPS approval and completion of any required security background checks and will conclude on April 14, 2021. The TPS reserves the right to extend the contract for three additional one-year periods to April 14th, 2024.
NON-EXCLUSIVITY
The creation of this RFQ shall not be a guarantee of exclusivity.
