REQUEST FOR PROPOSAL (RFP) # 1387622-20
This Request for Proposal (RFP) is an invitation by the Toronto Police Service (TPS) to prospective and qualified research and advisory Proponents, to submit proposals for the provision of research, tools and advice through a subscription based model at a flat fee, as further described in this RFP.
The successful Proponent shall provide a membership granting access to diagnostic tools and key research to help systematically improve departmental performance for Human Resources (HR).
PROPOSAL REQUIREMENTS
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System, https://www.merx.com/.

Your proposal submission shall be taken as your statement that you understand the requirements and agree to comply with the requirements and any supplementary terms and conditions, or addenda stated in the proposal documents.
Your proposal submission confirms that you have checked and confirmed your pricing and by signing the proposal submission forms, you agree that you have not omitted any items from your proposal and you will be bound by law to supply the services as specified at the prices proposed.
Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Monday August 24th, 2020.
Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Proponents review the MERX EBS instructions well in advance of the closing date and allow sufficient time before the closing date to upload documents and finalize their submissions. Proponents making submissions near the deadline do so at their own risk.
The determination of whether the proposal is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any proposals submitted after the closing date and time as per the clock of the MERX EBS System will be rejected.
Objectives
TPS requires a Vendor to provide HR research and advisory services to support the design and build of an organizational wide engagement strategy, and provide the research tools and services necessary to implement and support the multi-year project.
- The Vendor shall provide a membership based access to diagnostic tools and key surveys and research to help systematically improve departmental performance for Human Resources (HR).
- The Vendor must provide unlimited access to HR tools and support materials that includes research, project plans and implementation blueprints for major HR initiatives.
- The Vendor would be required to support the design and the research strategy, in partnership with the TPS project team, if required.
Mandatory Requirements
Proponents Must have a proven track record of providing HR research and advisory services to a policing and/or public sector organization, for at least ten (10) years.
The Proponent Must have been contracted to conduct annual Employee Engagement surveys for a minimum of ten (10) public sector or private sector companies.
The Proponent Must provide an expert Consultant who has at least eight (8) years of experience providing HR research and advisory services.
a) All data must reside in Canada (including back-ups.)
- Software must be hosted on equipment at a host location in Canada.
- Hardware, software, vendor facilities and personnel and any vendor subcontractors that provide services and/or deliverables must be physically located in Canada.
b) A third party host is acceptable, but the above standards must be fulfilled.
Only those firms passing the mandatory criteria will move on to the next stage of evaluation.
TERM OF CONTRACT
The initial contract term shall be three (3) years, commencing after the successful completion of security background checks of assigned Vendor personnel and TPS approvals.
TPS reserves the right to extend the contract for two (2) additional one (1) year periods.
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
NON-EXCLUSIVITY
The creation of this RFP shall not be a guarantee of exclusivity.
