TPS is accepting proposals for the provision of an Exam Testing Software Solution.
Submission Requirements
Proposals must be submitted through MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Wednesday November 13th, 2019.
Objectives
In support of the TPS’s revamped uniform promotional process, TPS is seeking a software solution to support the TPS’s promotional process testing, including situational judgement tests and procedural exams.
This updated method will improve the candidate experience, ensuring transparency, fairness and equity.
Please note that TPS is also issuing a related RFP (#1339449-19) to deliver exam test writing services for the customized situational judgement tests and procedural exams to support promotional processes.
Mandatory Requirements
- The software must include automatic grading capability
- The software must include online testing capability
- The software must include candidate management capability (i.e. candidate log-in, test participation, test completion, test score, etc.)
- The software must include a question library
- The software must include question branching capability (i.e. to control which questions participants see based on their responses to previous questions)
- The software must include randomization capability
- The software must include question time limits and time remaining reminder capability
- The software must include the capability to weight questions
- The software must include evaluation and scoring criteria (e.g. taking into account question weighting)
- The software must include a summary report (report card) outlining areas for success / improvement that a manager can utilize when engaged in feedback conversations with the test participant after the assessment
- The software must include built-in examination procedures and guidelines
- The software must include integrated reporting and analytic tools to capture success/failure rates specific to questions, ranks, competencies
- The solution must include functionality to add/edit content for future test builds
- The software must include AODA compliancy and/or accommodation measures
- The software must include electronic guides for users and administrators that are specific to the role; i.e. how to administer the examination/subjective judgement test vs. how to prepare as a candidate.
- The software must include user guides that include practice questions and mock tests based on questions provided by the TPS.
- The software must include the administrative capability to modify and update, user guides, test questions and example questions.
- The Vendor must be prepared to integrate mock/validation testing throughout development as a method to ensure desired outcomes are delivered.
Only those firms passing the mandatory requirements will move on to the next stage of evaluation
Term of the Contract
The initial contract term shall be one (1) year, commencing after the successful completion of security background checks of assigned Vendor personnel and TPS approvals.
TPS reserves the right to extend the contract for four (4) additional one (1) year periods.
Piggyback (if applicable)
The TPS may, upon request, permit other publicly funded organizations to purchase against any contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission Form if they will extend the pricing, terms and conditions of this proposal to other government agencies, if the proponent is the successful vendor. If the successful vendor agrees to this provision, participating agencies may enter into a contract with the successful vendor for the purchase of the services described herein based on the terms, conditions, prices, and percentages offered by the successful vendor. Minor changes in terms and conditions may be negotiated by participating agencies.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
