Description
TPS is accepting submissions for Renewal of Annual Subscription for 24/7 Premium Maintenance and Support for Carbon Black (formerly BIT9) Security Platform for Toronto Police Service (TPS). The Bidder must be a certified/authorized Carbon Black Protection and Premium Support Provider (reseller) and must provide documentation from Carbon Black confirming that status.
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Monday, July 15th, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1326918-19 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor of Record for authorized Carbon Black 24/7 Premium Maintenance and Support Provider for the Renewal of Maintenance and Support for 5172 Carbon Black Protection licenses currently in use to protect workstations from Malware and if required, Carbon Black New License and affiliated 24/7 Premium Maintenance and Support for Net New Licence as indicated in Appendices “B” and “C” in accordance with the provisions and specifications contained in this Request for Quotation.

Contract Term
The term of this Contract is for 1 (one) year period commencing upon award of the contract starting from Monday September 30, 2019 until September 29, 2020 with an option to renew for an additional three 1-year period based on performance and other indicators which may include Board approval. The product/service must be delivered starting on Monday September 30, 2019.
Restrictions, Min requirements and Mandatories
In addition to the mandatory APPENDIX A, APPENDIX B, APPENDIX C and APPENDIX D forms, the following completed forms to be submitted:
- TPS Policies Form
- Environmentally Responsible Procurement Form;
- Statutory Declaration Form;
- Key Personnel Form;
- Bidders Experience Form.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
Piggyback
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form in APPENDIX B if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Goods and Services described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Service Provider Bid Submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
