Description
This Request for Proposals (the “RFP”) is an invitation by the Toronto Police Services (the “TPS”) to prospective proponents to submit proposals for Automated Fingerprint Identification System, Live Scan and Disaster Recovery for TPS, as further described in the Scope of Work.
Contract Term
The work is expected to commence in April 2020 and finish by November 30, 2020.
The term of the Maintenance and Support contract with the successful proponent resulting from this RFP shall be for a period of up to five (5) years commencing after successful system implementation and the warranty period (minimum one year). At the end of the term, TPS reserves the right to extend the Maintenance and Support services with the vendor for additional mutually agreed upon term until a new contract is in place through a new procurement process.

Electronic submissions will be accepted until 1:00:00 p.m. on Friday, October 11, 2019 as per electronic bid clock identified on MERX.
Scope of Work
The goal of this initiative is to implement a new AFIS solution to replace the current system. The objectives that TPS aims to achieve through this RFP are:
- Implement a modern AFIS system (both hardware and software) to replace the current 2011 model, which must be able to integrate with the current TPS prisoner booking system (IntelliBook) and interface with the RCMP for tenprint and latent print processing. The new AFIS will employ state-of-the-art technology to achieve improved accuracy, speed, functionality, reliability and decision-making for:
- Decreasing the delivery time of correct identity-related information and results to appropriate personnel.
- Enhancing workflow with intuitive user interface that improves abilities for proactive and reactive scenarios.
- Improving positive identification rates and response times to enhance crime solving capabilities.
- Providing a high availability and secured solution based on standard architectures for business continuity.
- Improving interoperability with other systems (e.g., RCMP Transcoder, IntelliBook, Live Scan, and Versadex).
- Replacing outdated hardware with modern, reliable and user-friendly hardware.
- Include the replacement of TPS’s existing electronic fingerprint capture devices for criminal tenprint processing and civil processing workstations.
- Ease of expandability including the addition of new biometric modalities and ability to provide new and future services based on the web-standards architecture.
- Reduce operating costs through improved automation of the business process using more reliable and more efficient hardware.
- Include permanent sub-systems for training, development and testing purposes.
- Include a high availability redundant system that supports active-active data repository along with load sharing operations for disaster recovery purposes.
- Dispose of all old hardware from the former MorphoBIS (IDEMIA) AFIS, including erasing all hard disk contents and removing the old hardware from TPS premises.
- Migrate all existing records in current AFIS to the new AFIS without losing the audit trails of workflow maintenance and chain of custody.
All in accordance with the requirements stated in the RFP document.
