TPS is accepting proposals for the provision of Advanced Leadership Development Training Services. The Vendor would be required to design, develop and deliver in whole or in part a four day leadership program, in partnership with the TPS project team.

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Monday September 28, 2020.
Objectives
This is a unique opportunity to design, develop and deliver an advanced leadership program for mid to senior level leaders of the TPS that is modular in nature and grounded in TPS’s four (4) Competency Clusters, with one module/day of learning for each of the following:
- Module A: Our Development (program centered on leadership communication and authentic leadership)
- Module B: Our Mindset (program centered on decision making and leading change)
- Module C: Our Impact (program centered on emotional intelligence and trust, motivation and empowerment)
- Module D: Our Connections (program centred on community partnerships and outreach)

The advanced leadership program will be aligned with/build on the concepts taught through the TPS Foundations of Leadership Development program (See RFP Appendix G for program outline) for front line supervisors (supervisors, sergeants and staff sergeants.)
- Proponents may make Submissions for one, two, three or all four modules
- The Vendor(s) would be required to design and develop one (1) to four (4) modules of the advanced leadership program, in partnership with the TPS project team (and potentially other vendors).
- Each module Must contain the following components:
- Pre-Module work: Online learning activities, pre-program assessments (if/where applicable).
- One 6-8 hour in-person interactive classroom session: includes but is not limited to: case study discussions, simulations, group, pair and individual exercises.
- Post-module on the job experiential learning activities: including action plans and tools to support participants’ application of classroom learning.
Mandatory Requirements
- Proponents interested Must have a proven track record in providing leadership training services to a policing and/or public sector organization of similar size and complexity; and
- Proponents Must have been providing leadership training services for at least five years.
Only those firms passing the mandatory requirements will move on to the next stage of evaluation
Term of the Contract
The term of this contract shall commence in early November 2020 after TPS approval and completion of any required security background checks and will conclude on December 31st, 2021.
The TPS reserves the right to extend the contract for three additional one-year periods.
Piggyback (if applicable)
The TPS may, upon request, permit other publicly funded organizations to purchase against any contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission Form if they will extend the pricing, terms and conditions of this proposal to other government agencies, if the proponent is the successful vendor. If the successful vendor agrees to this provision, participating agencies may enter into a contract with the successful vendor for the purchase of the services described herein based on the terms, conditions, prices, and percentages offered by the successful vendor. Minor changes in terms and conditions may be negotiated by participating agencies.

Non-Exclusivity
The creation of this RFP shall not be a guarantee of exclusivity.
