This Request for Proposals (RFP) is an invitation by the Toronto Police Services (TPS) to prospective and qualified proponents to submit proposals for conducting a comprehensive Accessibility Audit, as further described in this RFP

Submission Requirements

Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System prior to 1:00:00 P.M. local time on Monday, October 26, 2020 Local Time.

Proponents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFP.

NOTE: Pricing must be submitted/uploaded as a separate document from technical (i.e. non-pricing) submission.

TPS reserves the right to reject any or all responses at its sole discretion.

Objective

The objective of this Request for Proposal (RFP) is to select a qualified vendor to provide consulting services to complete the following:

An audit, both externally and within the organization, of barriers to accessibility for individuals with disabilities both within the organization and in the community at large.
Provide recommendations on short and long-term activities that the organization can put into place to support individuals with disabilities and create a barrier-free workplace and services

Mandatory Requirements

Proponents interested must have a proven track record in providing accessibility audits or barrier reviews to a policing and/or public sector organization of similar size and complexity
Proponents must have been providing accessibility audits or barrier reviews for at least 5 years

Only those firms passing the mandatory requirements will move on to the next stage of evaluation
Contract Term
The term of this contract for the provision of audit consulting services shall commence after TPS approval to proceed and concludes after approximately 6 months from commencement. The TPS reserves the right to extend the contract on a month to month basis, or based on a selection of strategic activities that are determined to be best executed by the successful team.
Piggyback (if applicable)
The TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.
Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.
If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.
Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
Non-Exclusivity

The creation of this RFP shall not be a guarantee of exclusivity.
