Description

Strides Toronto is issuing a Request for Proposals (RFP) for a highly experienced Project Manager to collaborate with sector partners in designing and implementing expansion of service delivery at Help Ahead. The project will have two streams:

One stream will focus on the creation of a single intake and navigation supports for infants, children, and youth who require intensive mental health services in Toronto
The second stream will create one central point of intake in Toronto for all infants, children, youth, and their families who seek and require publicly funded mental health services.

While the focus will initially be on creating intake and navigation for intensive services (due to launch April 1, 2023), decisions made in this stream must be aligned with the larger endeavour of creating a central point of intake for ICYMH core services, planned to launch in the fall of 2023.The goal is to ensure that infants, children and youth requiring mental health care, and their families, experience improved entry into, through, and out of service. The pathways are to be simple, streamlined, supportive, respectful, responsive of diverse needs and efficient.

Youth and families advocated for a centralized, streamlined, and supported process to identify and obtain services as part of the Intensive Services Redesign project in 2019-20 sponsored by Toronto’s Lead Agency. Following a co-design process, the final report presented recommendations for "one door entry" and navigation support.
External consultants (Optimus SBR), following two concurrent consultative and research processes, recommended in 2022 a centralized operational model for entry and navigation support for infant, child, and youth mental health services. The central point of intake and associated service pathways bring several benefits to clients, families, and the system, and is strongly aligned to six guiding principles adopted early in the planning.

The consultants also recommended that governance, administration, and delivery of the central point of intake be housed with Strides Toronto. This is in alignment with its mandate for planning and managing system-wide changes to improve access, experience, and mental health outcomes for Toronto’s diverse communities.
Various activities will enable implementation of the new service model. Some activities will be the sole responsibility of Strides Toronto while others will engage multi-agency working groups to provide input.
