SFU has a need for standardized radio systems at all 3 campuses, including upgrade from analog to digital, providing better coverage (currently there are “dead” spots), for Safety & Security, IT Services, Facilities, and other support groups.

- (I) The project involves the design, implementation and support of an upgraded radio system that provides SFU with:
- Reliable indoor and outdoor radio coverage at the Burnaby, Surrey, and Vancouver campuses;
- Wide-area coverage enabling radio communications between campuses, and to a central dispatch facility located at the Burnaby campus;
- The ability to implement modern LMR radio functionality such as talkgroups, encryption, emergency call, and location services;
- A radio system which is reliable and supportable over the next 10 to 15 years;
- A system which can seamlessly support alternate communication technologies such as cellular PTT or radio over Wi-Fi to facilitate hybrid solutions providing enhanced coverage both within and outside the current system coverage area.
- (I) Simon Fraser University’s budget for the project is $450,000 excluding subscriber equipment.

- (M) The System shall include all required Equipment, Facilities and Services to support:
- 3 UHF radio repeater subsystems, supporting at least 3 working channels at the Burnaby campus.
- 2 UHF radio repeater subsystems, supporting at least 2 working channels at the Surrey campus.
- 4 UHF radio repeater subsystems, supporting at least 2 working channels at the Vancouver campus.
- Outdoor antenna subsystems, including coaxial cable, surge suppression and grounding for the Burnaby repeater subsystems.
- Indoor antenna subsystems, including coaxial cable, surge suppression and grounding for the Surrey and Vancouver repeater subsystems.
- 3 dispatch consoles located at the Burnaby campus.
- Trunking and inter-site roaming subsystems to interconnect all of the above repeater sites and dispatch consoles.

- (RC) The System should include all required Equipment, Facilities and services to support:
- Equipment, interfaces and licenses to permit Subscriber equipment to operate using SFU Wi-Fi systems when outside of LMR radio range.
- Equipment, interfaces and licenses to permit integration with cellular PTT systems and equipment.
- (M) The Response shall include:
- System descriptions with available options;
- System pricing;
- Warranty;
- Installation and commissioning plan; and
- Service and Support Plan.
- (I) SFU will be responsible to provide IP data communication links between repeater sites and consoles.
- (I) SFU will be responsible to provide licensed spectrum for the UHF system.
- (M) The System shall operate on, and be fully compatible with, the following spectrum allocations:
- UHF System: Narrow-band land-mobile channels as defined in SRSP-501.
