Description

The SFU Academic Quadrangle (AQ) is one of the original structures on the main campus and has a high degree of heritage value. Located at the heart of the Burnaby Campus it is a remarkable example of Canadian Post-War Brutalist Modernism, housing numerous academic and public spaces, connecting multiple buildings and resolving several significant elevation differences across the University’s terraced landscape it is central to campus life.

The AQ Building is now over 50 years old and has undergone numerous additions, renovations and renewals. SFU is committed to adhering to a holistic approach to the building and the origins and intent of its design.

Recognizing the need for building upgrades, SFU secured provincial funding through the Public Sector Energy Conservation Agreement (PSECA) and implemented the AQ Envelope Renewal project for Phase 1. Office of Mcfarlane Biggar (OMB) was engaged for their services as Architect/Prime Consultant while Ledcor Construction was the Prime Contractor. The work consisted of: upgrading the existing aging envelope on the south side of the 3000 level; and the stair cores and South Court Building classrooms on the 4000 level. These areas of the AQ contained original single glazed windows, glass doors, and skylights that had poor thermal performance. The objective of this project was to improve the energy performance of the building envelope.

Beyond the initial phase, the new project, Phase 2, will be carried out as described within this RFP and includes: Level 3000, 2000 and 1000 of the Academic Quadrangle. It is expected to achieve the same outcome as Phase 1.

Proponents are instructed that all questions are to be in writing and submitted via email with Subject Line “C000126-SFU AQ Building Renewal Project, Phase 2– RFI# Firm Name” to the SFU Contact.

Upon issuance of RFP, SFU will start accepting questions from Proponents. Proponents are instructed that final questions are to be received on November 4, 2019 at 2:00 PM PST.

Event Note

A pre-proposal session and site visit will be conducted to provide an overview of the Project and the procurement process. Proponents are to attend the session to obtain information about the procurement process and to provide an opportunity to ask questions. SFU’s representatives will also be present to answer questions on the Project deliverables. Proponents are to send their critical key personnel that will be responsible for running/managing this project/service to this session.

If Proponent fails to attend the pre-proposal session or fails to send Proponent’s critical key personnel, SFU may elect to treat the Proponent as non-compliant and ineligible. Alternatively SFU may elect to continue with Proponent despite such non-compliance.

Please note oral responses to any enquiry at the site walk will not be deemed to amend, add to or alter this RFP in any way unless issued in the form of a formal written addendum later by SFU.
