This Request for Proposals (“RFP”) is an invitation by Simon Fraser University (“SFU”) to prospective proponents to submit proposals for the provision of PeopleSoft consulting services to support the implementation of the following modules: Project Costing and Commitment Control as further described in Part 2 – The Deliverables (the “Deliverables”).
Given the number and complexity of some of the requirements and SFU’s size and number of associated conversions required the project will be implemented in 4 successive phases; at this point, SFU is only seeking consulting services for Phase 1. Because Phase 1 lays the ground work for the subsequent phases, a carefully thought out design, that contemplates the subsequent implementation of the Grants, Contracts, A/R and Billing modules is required. Consultants must have demonstrated experience and expertise in implementing these 4 additional modules even though they will not be implemented in phase 1. Project Costing and Commitment Control have been implemented, been in a very limited way-only the current project year’s information is recorded. The scope of Phase 1 will allow for the full implementation of Project Costing, so that users can see a project’s full budget, year over year (most research projects run multiple years) and commitments can be recorded against current and future years.
The initial scope of work is Phase 1, Project Costing and Commitment Control. Phase 1 is intended to start immediately after contract execution with the successful proponent.
The consultant(s) will be required to work with the University’s project team to finalize the plan for implementation and take an active role in the design, development (configuration and customization), testing and implementation of the Project Costing and Commitment Control modules. Respondents will need to indicate duties performed/services provided at each stage in the project life cycle.
Because SFU will assume accountability for the ongoing sustainment of the PeopleSoft modules, respondents should also outline how they will mentor and guide the SFU team members through the project life cycle to ensure this expectation can be met. The institution will also be undergoing a migration of its database from DB2 to SQL along the same timeline, so expertise in this area would be seen as a value added offering, but is not mandatory
