2020-PD-255 - Parking Management Solutions

The RFP is an invitation to submit proposals for the provision of a Parking Management Solution as further described below. 

Simon Fraser University's Burnaby campus is located on Burnaby Mountain in the City of Burnaby. There are approximately 5,200 parking spaces on campus: 65% in surface lots, 30% in parking structures, and 5% as on-street parking. All parking on campus is paid parking with some areas being permit parking only, some being a combination of hourly/daily and permit parking, and some service/loading/passenger spaces.

From a revenue standpoint approximately 50% of revenues come from permit parking, 45% of revenues from hourly/daily parking and 5% of revenues from citations. The University sells approximately 1,000 annual permits to faculty and staff, 3000 semester (4 month) permits to students, and a small amount of short-term permits to contractors and complimentary permits to VIPs such as the Board of Governors.

SFU prefers implementation of both software and enforcement officers by August 1, 2021.

In 2019 Parking & Sustainable Mobility Services issued approximately 25,000 citations, administered 320-wheel locks, and towed 80 vehicles to our on-site impound yard (utilizing a third-party towing company).

The University currently utilizes the following:

1. Payment Processing Company - Moneris
2. Pay stations - T2 LUKE
3. Mobile Payments - Passport Parking Canada App
4. T2 Systems (FLEX):
   • Point of Sale System
   • Parking Database
   • Test Database
   • Canadian hosting
   • Mobile Enforcement
   • Payment Integration (cloud based)

The University is looking for the following new/additional functionality:

5. A License Plate Recognition (LPR) enforcement solution
6. A virtual permits solution
7. A comprehensive online payments solution
8. Equipment to perform the enforcement function - including vehicles.
9. Staffing to perform the enforcement function

The deliverables of the RFP are numbers 5-9 above. Proponents should bid on these deliverables ensuring that their proposal integrates with current systems.
Proponents are welcome to bid in partnership whereby one entity provides some of the scope and another entity provides the remainder of the scope (e.g. Partner A provides the staffing and partner B provides the software or hardware). However, the bid must cover the entirety of the scope and a single lead proponent must be entirely responsible for the full scope.
