Simon Fraser University has adopted an expertise-driven and accelerated project delivery (XPD) method for open competitive bidding and to manage projects and contract performance. XPD procurement and risk minimization is a performance-based alternative to the traditional Request for Proposals (RFP) process.
The XPD model (formerly known as the Best Value Procurement Model) was developed by the Performance Based Studies Research Group (PBSRG) at Arizona State University. This session will give suppliers an overview of the XPD model which maintains the obligations of integrity, fairness and transparency, but differs from the traditional RFP procurement approach by accelerating the bidding process and reducing subjective decision making through a progression of filters. XPD is particularly well suited to SFU’s high value and highly complex projects given its focus on risk management, pre-planning and performance measurement. The model has been adopted by many universities across Canada.
Suppliers who wish to do business with SFU are invited to attend this information session presented by Kenneth Sullivan, PhD, an associate professor in the School of Sustainable Engineering at Arizona State University. Dr. Sullivan is recognized internationally as one of the foremost experts in change management, performance measurement, cost savings and risk mitigation in both public and private organizations.
Each year Simon Fraser University solicits proposals for a wide array of goods, services and construction projects. The XPD model helps SFU and prospective suppliers improve the quality and effectiveness of the competitive bidding process, lower proposal costs and improve contract performance.

- Campus Security Services
- Electrical Services
- Waste Management
- Multi-Function Devices & Managed Print
