AMENDMENT # 1 provided approval for bidders to use a single burner system, at approximately 105,000 BTUs. Following the approval for this, Department of Transportation and Infrastructure operations require a reheat time of 6 hours, which is easily achievable with a dual burner system rated at 195,000 BTUs, whereas a single burner system rated at 105,000 BTUs requires 10-12 hours. In order to meet Department of Transportation and Infrastructure operational needs, it will require a dual burner
system rated at not less than 195,000 BTUs, or, any burner configuration that will provide the required results within a 6 hour time period.
Department of Transportation and Infrastructure are unable to accept an Optimate 7 given that it's rated for only 10 amps. A 20 amp rating is required, which is reflected in our acceptance of the Prosport20 or Noco Genius Gen 2 chargers.

Following are VMA's responses to questions received from a vendor.
Also, I have attached a revised version of the specification which reflects the approvals found below.
2. Dual diesel burners recycling package.
The KM hot box uses one 105,000 BTU burner which achieves the same result. Would this be acceptable?
ANSWER VMA: The Vehicle Management Agency accepts KM International's 105,000 BTU single burner as an acceptable alternative to the dual burner system in the specification. All other single burner systems must be pre-approved.
5. Tandem axle trailer frame 2 x 6 x 3/16 minimum.
The KM hot box uses 8" channel steel with 6" structural channel steel. A channel steel frame is a far superior frame which lasts longer and doesn't promote rust. Would this be acceptable?
ANSWER VMA: Acceptable.
12. 12v electric hoist.
(and)
21. 1,000 lb. Electric cable hoist for roller/plate tamper.
Is this asking for the same thing?
ANSWER VMA: Apologies for the lack of clarity here. The trailer does require a dumping function for the hot-box. In future editions of the specification we will remove item 21.
Also, the hoist that KM uses for this is a 12v, 900 lb hoist which utilizes a synthetic rope instead of cable. They find that the rope is preferred to the cable by most customers, as the cables are prone to jamming.
Would this be acceptable?
ANSWER VMA: Future editions of the specification we will remove item 21.
18. Release agent dispenser holder w/Chapin model 1949.
They can supply the holder but they use Chapin model 1739 which they have in stock. They inquired about the model 1949 and were told that because of Covid, it will be several weeks before that model is available.
Would you accept the Chapin model 1739 to avoid delays?
ANSWER VMA: Acceptable.
19. Two SRM29 batteries.
KM use a different brand (Discover) which are two 12v deep cycle marine grade batteries which are optimized for our application. Would this be acceptable?
ANSWER VMA: Acceptable.
20. Prosport20 battery charger package.
KM use a different brand (Noco Genius Gen2 Waterproof) which are optimized for our application. Would this be acceptable?
ANSWER VMA: Acceptable.

Payment of invoices is the responsibility of the department or organization to whom the goods are shipped or services are supplied.
Award of contracts: no contract shall be awarded and no payment shall be made to a vendor unless authorized by the Minister or his delegates. The Minister may make an award to the preferred vendor conditional on the negotiation and acceptance of a detailed contract between the Province and the vendor. In such cases, should the detailed contract negotiations not be completed in a reasonable period of time, the Province reserves the right to discontinue negotiations with the vendor and
subsequently enter into negotiations with the second preferred vendor.
No right or duty, in whole or in part, of the vendor under a contract issued may be assigned or delegated without the prior consent of the Strategic Procurement Branch.
Unless the Strategic Procurement Branch has determined otherwise prior to tender closing, all prices must be extended and totaled.
